About this file

This document is a Sources Sought synopsis from the United States Air Force (USAF) for an Atmospheric Early Warning System (AEWS) involving Long Range Radar Systems. The USAF is seeking information on vendors capable of providing life cycle sustainment services, including contractor logistics support (CLS) for Long Range Radar System hardware, software, and subsystems. Key requirements include program management, obsolescence management, hardware/software development and testing, modeling and simulation, technical data development, logistics services, cybersecurity, and procurement support. The USAF is interested in understanding vendors' approaches to proprietary hardware and software solutions. Vendors are expected to conduct and provide data for various reviews throughout the lifecycle. The USAF may set aside the requirement for small businesses, 8(a), women-owned, service-disabled veteran-owned, or HUBZone businesses based on the responses received. Interested vendors should submit capability statements of no more than 15 pages by the due date provided. This is for information and planning purposes only, not an invitation for bids or proposal request.

AEWS USAF Long Range Radar System

Applicable NAICS: 334511 and 541330

1.0 Request For Information

United States Air Force (USAF) is hereby soliciting information on sources of radar systems, including innovative and cost-effective approaches to Atmospheric Early Warning Systems. We seek information on the capability of vendors able to provide Support services for Long Range Radar Weapon Systems.

The USAF is seeking capability statements from all interested parties, including all socioeconomic categories of small and large businesses, women owned, and historically black colleges and universities (HBCU)/Minority Institutions (MI), for the purposes of determining the appropriate level of competition and/or small business subcontracting goals. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested vendors are responsible for monitoring this website for the release of any solicitation or synopsis.

Interested vendors having the required capabilities necessary to meet the requirements described herein should submit a capability statement of no more than 15 pages indicating the ability to perform all aspects of the effort.

This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.

2.0 Capabilities

The USAF is seeking vendors and supplier services with current capabilities to provide life cycle sustainment services for Long Range Radar System and Sub-System hardware and software; Contractor Logistics Support (CLS) sustainment services. The USAF is seeking contractors who have a strong understanding of Electromagnic Wave Theory and provided services for the following service required:

· Program Management

· DMSMS obsolescence identification and monitoring

· Hardware repair

· Hardware development and Test (electronics and mechanical)

· Software and firmware integration, repair and test

· Modeling and simulation

· Technical Data Development

· Logistics Services

· Cybersecurity Services

· Procurement Services

· Packaging, Handling, Shipping, Transportation

Vendors should have the necessary understanding systems engineering (SE) required to ensure that Radar System and Subsystems meets all the performance, interface, and implementation requirements, including the analyses, flow-down of technical requirements, allocation of system budgets, verifications, definitions of interfaces, technical risk evaluations, system design tradeoff analyses, performance analysis, software requirements analysis, and lower-level requirements (eg. subsystem, components, assemblies, parts). This includes documenting all information from the design, qualification. testing, acceptance testing, and compatibility testing of the hardware and software, together with analysis and assessment of the data with respect to expected performance.

3.0 Proprietary Resolution

The USAF is interested in understanding vendor’s technical approach(s) in developing solutions to proprietary hardware and software.
