KEY PERSONNEL- DESIRED QUALIFICATIONS

To perform the requirements of the Performance Work Statement, the Government desires personnel with the following qualifications. These categories are considered Key Personnel Categories.

Program Manager – Ten (10) years of experience which should include five (5) years of experience as a Program Manager with authority over product development for a research, development and/or manufacturing enterprise producing wireless communication technologies with preference for satellites and satellite interface products. A comprehensive knowledge of the elements of strategic design in Project Management of a wireless communications or satellite program, and demonstrable record of their implementation. Two (2) years of experience as an engineer for a major technical area such as Space Vehicle (SV), end user terminal (EUT) or ground system design for development and systems integration for a communications satellite system. Four (4) years of experience performed at the Hardware or Software Engineer level demonstrating ability in applying knowledge of wireless communications in engineering fields such as software, firmware, network protocols, electronic, electromagnetic and/or mechanical development. Broad areas of technical experience should include engineering concept development through production prototype manufacturing. Management experience in developing and conducting cost and schedule mitigation efforts for systems involving integration and environmental testing; and a demonstrated ability to formulate and implement successful work-around strategies when technical problems cause project rescheduling.

Senior Engineer – Ten (10) years of experience that includes five (5) years of LEO satellite communication design and integration experience at the senior systems engineer level, including concept development through initial operating capability (IOC). Two (2) years of demonstrated ability to produce strategic plans, systems specifications, design requirements, and test and evaluation strategies and plans at the systems engineering level, and three (3) years of Low Earth Orbit (LEO) GSM-based communications satellite system design at the Hardware or Software Engineer or Systems Engineer level.

A comprehensive knowledge of the elements of strategic design of a space satellite program, and demonstrable record of their implementation. Experience with MATLAB and Satellite/System Tool Kit (STK) (or similar modeling program), as well as in-depth knowledge of Iridium NEXT enhanced services and waveforms.

NON-KEY PERSONNEL - DESIRED QUALIFICATIONS

Chief Engineer – Fifteen (15) years of experience that includes eight (8) years of LEO satellite communication design and integration experience at the senior engineer level, including concept development through initial operating capability (IOC). Five (5) years of demonstrated ability to produce strategic plans, systems specifications, design requirements, and test and evaluation strategies and plans at the systems engineering level, and five (5) years of Low Earth Orbit (LEO) GSM-based communications satellite system design at the Hardware or Software Engineer or Systems Engineer level.

A comprehensive knowledge of the elements of strategic design of a space satellite program, and demonstrable record of their implementation. In-depth knowledge of Iridium NEXT enhanced services and waveforms.

Engineer – Five (5) years of wireless communications systems engineering experience that includes two

(2) years of LEO satellite system communication design and integration experience as well as a demonstrated ability to produce plans, systems specifications, design requirements, and test and evaluation strategies. A comprehensive knowledge of the elements of strategic design of a space satellite program, and demonstrable record of their implementation. Experience with MATLAB and Satellite/System Tool Kit (STK) (or similar modeling program), as well as in-depth knowledge of Iridium NEXT enhanced services and waveforms.

Junior Engineer/Technician – Two (2) years of wireless communications systems engineering experience that includes LEO satellite system communication design and integration experience as well as a demonstrated ability to produce plans, systems specifications, design requirements, and test and evaluation strategies. Knowledge of the elements of strategic design of a space satellite program, and demonstrable record of their implementation. Experience with MATLAB and Satellite/System Tool Kit (STK) (or similar modeling program), as well as knowledge of Iridium NEXT enhanced services and waveforms.

Senior Manager – Ten (10) years of experience which should include a comprehensive knowledge of the elements of strategic design in Project Management of a wireless communications or satellite program, and demonstrable record of their implementation. Two (2) years of experience as a Principle Engineer of a major technical area such as Space Vehicle (SV), end user terminal (EUT) or ground system design for development and systems integration for a communications satellite system. Four (4) years of experience performed at the Hardware or Software Engineer level demonstrating ability in applying knowledge of wireless communications in engineering fields such as software, firmware, network protocols, electronic, electromagnetic and/or mechanical development. Broad areas of technical experience should include engineering concept development through production prototype manufacturing.

Senior Consultant – Eight (8) years of experience which should include a comprehensive knowledge of the elements of strategic design of a wireless communications or satellite program, and demonstrable record of their implementation. Two (2) years of experience as a Principle Engineer of a major technical area such as Space Vehicle (SV), end user terminal (EUT) or ground system design for development and systems integration for a communications satellite system. Four (4) years of experience performed at the Hardware or Software Engineer level demonstrating ability in applying knowledge of wireless communications in engineering fields such as software, firmware, network protocols, electronic, electromagnetic and/or mechanical development. Broad areas of technical experience should include engineering concept development through production prototype manufacturing.

Principal Engineer – Ten (10) years of experience that includes five (5) years of LEO satellite communication design and integration experience at the senior systems engineer level, including concept development through initial operating capability (IOC). Two (2) years of demonstrated ability to produce strategic plans, systems specifications, design requirements, and test and evaluation strategies and plans at the systems engineering level, and three (3) years of Low Earth Orbit (LEO) GSM-based communications satellite system design at the Hardware or Software Engineer or Systems Engineer level.

A comprehensive knowledge of the elements of strategic design of a space satellite program, and demonstrable record of their implementation. Experience with MATLAB and Satellite/System Tool Kit (STK) (or similar modeling program), as well as in-depth knowledge of Iridium NEXT enhanced services and waveforms.

Graduate Engineer – Two (2) years of experience in two or more of the following areas: satellite system, satellite terminal, satellite ground system, satellite or High Frequency (HF) component troubleshooting and repair; satellite antenna, and/or satellite C2 communications systems hookup and operation;

knowledge of ground station architecture; knowledge of satellite communications EUTs and accessory hookup and operation; and proficiency with wireless networks. Ability to work with equipment cases or equipment chassis racks and perform hookup wiring per technical diagrams. Proficiency with basic electronic test equipment, such as oscilloscopes. Antenna mounting, alignment, and antenna/system test experience.

Production Technician - Three (3) years of experience in two or more of the following areas: satellite system, satellite terminal, satellite ground system, satellite or High Frequency (HF) component troubleshooting and repair; satellite antenna, and/or satellite C2 communications systems hookup and operation; knowledge of ground station architecture; knowledge of satellite communications EUTs and accessory hookup and operation; and proficiency with wireless networks. Ability to work with equipment cases or equipment chassis racks. Experience with hookup wiring per technical drawing. Proficiency with basic electronic test equipment, such as oscilloscopes. Antenna mounting, alignment, and antenna/system test experience.
