1 Objective There are more than 50 OPOs in the United States that are members of the Organ Procurement and Transplantation Network (OPTN). RHJ VA HCS is required to contract with our local OPO. Our local OPO covers the state of South Carolina. Any kidney outside of South Carolina that may be available for a Veteran on the transplant waitlist would be provided by the OPO for the area it is coming from. We do not have contracts with the other 50+ OPOs in order to pay for their services and receive the kidney offer. We cannot limit the Veterans on our waitlist to only being able to accept a kidney from within the state of South Carolina. We need to have an experienced third party manage the billing for these import kidneys so that our Veterans have access to all possible kidneys in the United States.

2. Scope of Work Contractor shall provide third party billing services for kidneys acquired outside of the local donor service area via OPO other than We Are Sharing Hope SC. RHJ VA HCS will be able to accept organ offers from these OPOs and they will invoice the contractor for the standard acquisition fees. The contractor shall pay the OPO and RHJ VA HCS shall pay the contractor. This will eliminate the need for a contract with the additional 50+ OPOs thus improving efficiency and contracting workload.

3. Requirements Anyone interested in this contract must clearly demonstrate experience in third party kidney import management. Experience providing this service to the federal government is a must and specifically to the Department of Veterans Affairs is preferred.
