SOURCES SOUGHT TECHNICAL DESCRIPTION FOR PRODUCTS
INTRODUCTION
The Regional Contracting Center - Kuwait is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the U.S. Government desires to procure an X-ray scanner for mailroom terminal operations conducted outside the Continental United States (OCONUS).
The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PROGRAM BACKGROUND
The Regional Contracting Center has an anticipated need for ONE (1) ECAC standard 3/ TSA certified X-Ray scanner, see below for salient characteristics, which is currently being accomplished with a Rapiscan 638DV. This X-ray device would allow personnel to more accurately and efficiently discover suspected contraband within shipped packages for all personnel working theater-wide. This operation is imperative to security and the safety of the entire theater of operation.
REQUIRED CAPABILITIES
The Government requires a Standard 3- approved explosive detection system (EDS).
The intent of this Sources Sought is to assess the state-of-the art of the technology available in mail room screening products that could be applied to meet this requirement.
The Government envisions a solution for an approved Explosive Detection System (EDS) that meets the following operational and program requirements:
Salient Characteristics:
Tunnel opening must be able to fit parcels ranging from 600mm-700mm wide and 550mm-600mm high to accommodate large packages o Frequently received parcels are 508mm wide by 508mm high
Must be compatible with a 215 - 230 volt/10amp outlet Minimum of 5-year service contract warranty Must be ECAC Standard 3 Certified, and TSA certified to ensure detection of explosives (solid and liquid), drugs, alcohol, and weapons Machine must have contraband Detection Success Rate between 90% and
100% Must have the capability to scan 2,500 to 3,000 packages per hour System should provide a 3D scanned image in order to verify contents of parcels Must ship, deliver, and install device Must provide operator training for 10 to 12 students
Non-Developmental Item. The Standard 3- approved Explosive Detection System (EDS) should be a non- developmental item to the maximum extent possible.
Qualification. The Standard 3- approved explosive detection system (EDS) must be qualified, approved, and demonstrate compliance with European Civil Aviation Conference Explosive Device System Standard 3 and approved by U.S Transportation Security Administration. This includes, but is not limited to compliance with France Civil Aviation Authority (STAC) and U.K. Department for Transport (DfT). Proof of qualification should be addressed in the response.
Maintenance, Inspection and Repair. The Government desires a system with minimal maintenance and inspection requirements at the organizational level. The system should also be easily repairable for deployed units.
ELIGIBILITY
The anticipated NAICS code(s) is/are: 334511; Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrumental Manufacturing.
SUBMISSION DETAILS
Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description.
Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.
Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist(s), SSG Tyran Claypool & Kristin Mulvaney in either Microsoft Word or Portable Document Format (PDF), via email tyran.r.claypool.mil@army.mil & kristin.f.mulvaney.civ@army.mil no later than 5:00 p.m. Eastern Standard Time on 19 December 2021 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT
SUBMIT CLASSIFIED MATERIAL.
If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
Information in sufficient detail regarding previous experience on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. Information to help determine if the requirement x-ray device is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.
All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
