About this file
This is a Sources Sought announcement from the U.S. Army Corps of Engineers (USACE) Tulsa District for market research purposes only. No contract will be awarded from this announcement, and no reimbursement will be made for response costs. The announcement seeks information regarding contractor capabilities and interest for an anticipated construction contract with proposals expected to be solicited on or about January 2026.
The project involves a comprehensive rewind of three hydroelectric generating units at the Eufaula Powerhouse located on the Canadian River approximately 12 miles east of Eufaula in McIntosh County, Oklahoma. Each generator is a Westinghouse unit from 1963, rated at 31,579 kVA, 13,800 V, 0.95 PF, 60 Hertz, 100 RPM with 115% overload capacity. The scope encompasses design and manufacture of prototype and production stator coils with testing, complete stator winding installation, new stator core fabrication for Unit 1 and inspection/cleaning of Units 2 and 3, rotor and field winding inspection and reinsulation, bearing inspection and potential refurbishment, generator reassembly with alignment checks, installation of Machine Condition Monitoring equipment with air gap and vibration sensors for all three units, generator efficiency testing, start-up and commissioning, model validation testing, and spare parts provision. The NAICS code is 237990 (Other Heavy and Civil Engineering) with a $45 million size standard. Small Business firms must expend at least 15 percent of personnel costs with similarly situated concerns and cannot subcontract more than 85 percent of performance costs (excluding materials) to non-similarly situated entities. Large Businesses must submit a Small Business Subcontracting Plan if this becomes Full and Open Competition with large business award. Responses must include an Experience/Capabilities Statement not exceeding 5 pages in PDF format submitted by November 13, 2026 at 2:00 PM CDT to Mr. Clinton J. Yandell at clinton.j.yandell@usace.army.mil. The statement must include firm name, address, contact information, CAGE Code, UEI, general experience with generator rewinds, teaming arrangements if applicable, and up to three project examples from the past three years. Personal visits are not permitted, and only electronic submissions are accepted.

The type of set-aside decisions to be issued will depend upon the responses to this Sources Sought announcement and associated market research.
The Eufaula Powerhouse is located on the Canadian River, about 12 miles east of Eufaula in McIntosh County, Oklahoma. The powerhouse consists of three hydroelectric generating units, manufactured and installed by Westinghouse in 1963. Each generator is rated at 31,579 kVA, 13,800 V, 0.95 PF, 60 Hertz, 100 RPM, 115% overload capacity. The general scope of work for the project is to perform all work required to rewind the three generating units. The contractor shall provide all labor, material and equipment to perform this work in accordance with the detailed requirements of the specifications and contract drawings. The work shall include, but not necessarily be limited to the following:
1. Design, manufacture, and perform voltage endurance testing on prototype coils.
2. Manufacture and perform thermal cycle testing on prototype coils.
3. Design, manufacture, shop test, prepare and load for shipment, deliver f.o.b. destination, and unload three complete set of stator coils and all accessories.
4. Design, manufacture, test stator core laminations and core clamping system for Unit 1.
5. Perform pre-disassembly mechanical and electrical testing, and alignment checks of three generating units.
6. Disassemble three generator units, including the exciter equipment, air housings, and rotors.
7. Inspect the turbine guide bearing, turbine guide bearing housing, and generator guide bearing and, if directed by the Government, ship and refurbish bearings.
8. Inspection, cleaning, and testing of the rotor pole assemblies and field windings for all three units.
Reinsulation of the existing field leads for all three units. Perform field windings tests prior to removing the rotors.
9. Remove old stator coils for all three generating units.
10. Furnish, install and test new stator windings, including winding supplies and connections such as circuit rings, surge rings, main and neutral leads, neutral CTs, wedges, fillers, RTDs, etc.
11. Remove the stator core of Unit #1 and furnish, install and test new stator core of Unit #1, including stator clamping system.
12. Inspect, clean and test the stator cores of Units #2 and #3.
13. Reassemble each of the three generating units.
14. Furnish and install Machine Condition Monitoring (MCM) equipment for each unit, to include air gap sensors, shaft runout/vibration sensors and equipment for data acquisition, control and indication and programming. Perform necessary calibration & commissioning work for the new MCM systems.
15. Perform reassembly alignment checks and adjust units as necessary.
16. Perform generator efficiency tests on one unit.
17. Perform start-up, commissioning, and testing of all three generators.
18. Perform model validation tests on all three units.
