THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals.

This notice does not represent a commitment by the Government to issue a solicitation or award a contract.

1.0 Summary of Project

The U.S. General Services Administration (GSA), Public Buildings Service, Region 8, Rocky Mountain Region is seeking highly qualified Architectural/Engineering (A/E) firms interested in participating in an opportunity for A/E Design Services to build a new ice core research facility building on the Denver Federal Center (DFC) grounds located in Lakewood, CO for National Science Foundation (NSF). An award of the A/E contract is anticipated during the 4th quarter of FY 2021. The Estimated Construction Cost at Award is between $5,000,000 and $10,000,000.

The project scope encompasses approximately 19,000 square feet.

2.0 Background about the Project

The Denver Federal Center (DFC) is located west of downtown Denver in Lakewood, Colorado.

The DFC currently houses approximately 6,200 employees from 28 different agencies in 44 Federal buildings, totaling 4 million square feet of rentable space (including office, warehouse, laboratory and special use space), and occupies an approximately 623-acre campus. The DFC is the largest concentration of Federal agencies outside of Washington D.C.

The major employers at the DFC include the U.S. Department of the Interior (and its Bureau of Land Management, Bureau of Reclamation, and USGS) and GSA.

Originally, the land for the DFC was purchased in the late 1860s and further expanded in 1913.

The Federal government purchased the property in 1940 for the purpose of building the Denver Ordnance Plant to support World War II efforts. Since then, ammunition manufacturing has decreased and most of the buildings that were originally constructed for war support purposes have been repurposed to support current Federal programs.

Building 810 was originally constructed in 1963 for GSA’s Federal Supply Service, now the Federal Acquisition Service. Today the single-story, red brick building offers a mix of office and warehouse space across 673,643 square feet. One of the many uses for Building 810 is housing the National Science Foundation – Ice Core Facility (NSF-ICF), which was originally installed in 1993 (originally named the National Ice Core Laboratory).

The DFC new ice core facility is envisioned to replace the current ice core facility currently located at the Denver Federal Center. The National Science Foundation – Ice Core Facility provides long term storage, processing, and examination of ice cores from the United States (U.S.) Arctic and Antarctic ice drilling operations and is a deep-freeze operation. Due to the nature of how the ice cores were collected as well as the time frame in which they were collected, these ice cores are irreplaceable.
