About this file
This is a Sources Sought Questionnaire from the U.S. Army seeking information about the availability of manufacturers and suppliers for High-Mobility Engineer Excavator (HMEE) Type IV vehicles and related equipment and services. The Army plans to procure an estimated 360 HMEEs over a minimum of five and maximum of 10 one-year periods beginning July 2028, with Firm Fixed Price (FFP) pricing established for each period. The HMEE Type IV is a pneumatic-tired, diesel-engine-driven, all-wheel-drive tractor equipped with front loader and rear-mounted backhoe attachments, designed for excavation, material handling, and general construction tasks with tactical mobility over rough terrain and high mobility on roadways. The vehicle must meet federal highway safety standards and Non-Road Engine emission standards per 40 CFR Section 89.908(a)1 and conform to Automotive Tank Purchase Description (ATPD) 2301 and operational requirements.
Respondents must address general company information including manufacturing locations, experience providing military equipment to the U.S. Government, small business status, and security clearance capabilities. The questionnaire requires detailed responses on production capabilities and rates, cost estimates, commerciality of the system, and the company's ability to procure Special Purpose Kits (SPKs) including forklift attachments, sweeper attachments, auger attachments, and Arctic Kits, as well as Special Tools and Test Equipment (STTE) and CARC paint capability. Additionally, respondents must confirm capabilities for producing crew protection armor kits, providing Department of Army Technical Manuals, warranties, maintenance support, worldwide supply systems, New Equipment Training, repair and maintenance support, fielding support, testing facilities, and Government Test & Evaluation support. Responses must be submitted to Matthew Moreton at matthew.r.moreton.civ@army.mil within 30 calendar days of posting, with proprietary information clearly marked and protected under 18 U.S.C. §1905. The Army will not compensate respondents for answering the questionnaire and will not publish results or notify respondents of information obtained.

HMEE IV SOURCES SOUGHT QUESTIONNAIRE
U.S. ARMY UNCLASSIFIED PAGE 1 OF 8
Distribution Statement A. Approved for Public Release.
High-Mobility Engineer Excavator (HMEE) Type IV SOURCES SOUGHT
The U.S. Army is seeking information to assess the availability of sources to meet the Government’s requirement for the High-Mobility Engineer Excavator (HMEE) Type IV vehicles, Special Purpose Kits (SPKs), Special Tools and Test Equipment (STTE), and provide HMEE Training Courses, repair/maintenance and fielding support. The paragraph(s) below contains additional information regarding the questionnaire and its subject. If you need further communications with the Army concerning this questionnaire, you may contact Matthew Moreton, via email at matthew.r.moreton.civ@army.mil. We thank you in advance for your time and participation in this Sources Sought Questionnaire.
I. Objectives
a. The objective of this Sources Sought Questionnaire is to better understand the availability and capabilities of Original Equipment Manufacturers (OEMs) or other sources for vehicle systems meeting the HMEE IV requirements, ancillary equipment, and system services. The HMEE Type IV capability is a pneumatic tired, diesel-engine driven, all-wheel drive tractor with attachments, for excavation of small emplacements, material handling, and general construction tasks; with tactical mobility over rough terrain and high mobility on roadways.
The basic tractor is classified as a self-propelled construction vehicle, meeting federal highway safety standards, as well as emission standards for Non-Road Engines. Emissions standards follow the exemption at Title 40 of the Code of Federal Regulations (CFR), Section 89.908(a)1. The Type I tractor is equipped with a front loader attachment; a rear mounted backhoe; portable tools; and when specified, provisions for an Army radio set. The HMEE Type IV is conveyable by rail, marine, highway and air modes of transportation.
b. The Army plans on procuring an estimated 360 HMEEs over a minimum of five, and a maximum of 10, one-year periods and plans to establish Firm Fixed Price (FFP) pricing for each period. The quantities identified and length of contract are not binding and are subject to change. The information gathered by the Army through this questionnaire, along with other market investigation data, is solely intended for use by the U.S. Army and will not be shared amongst competing companies. For instructions and more information regarding proprietary information, please refer to Section IV of this document. Participation in this Sources Sought Questionnaire by the various contractors is considered low risk to the commercial companies, as responses will be treated per Section IV as proprietary.
c. The U.S. Army will not provide compensation for any resources spent answering this QUESTIONNAIRE and participation is at the discretion of the respondent(s).
II. Instructions
a. Read the capability summary for this effort in Section III of this QUESTIONNAIRE.
Responses to this survey should be provided within 30 calendar days of posting.

b. Answer all the questions in the QUESTIONNAIRE with as much detail as possible. If certain U.S. Army capabilities shown in this QUESTIONNAIRE are deemed not available, or not achievable according to the respondent’s company knowledge, please include an alternate proposal(s), which would be intended to provide the intent of the capability described therein.
c. Please avoid N/A, not applicable or blank information. If you cannot answer a question, please indicate “No Response.”
d. If another response will satisfy another question, state: “See response to question XXX.”
e. Include relevant sales media, product brochures, product manuals or other forms of information relevant to this QUESTIONNAIRE. If providing an ACROBAT formatted manual, annotate the manual to indicate which material is applicable to the questions. If preferred, include Internet Web links to locations where animations/videos may be viewed.
f. Spell out any acronyms in their first instance.
g. Please provide the projected development resources, such as cost and timing estimates to support the survey’s objectives and any alternate proposals, as well as the mainstream proposal. This information is essential in understanding the scope of the project and it is understood by the U.S. Army that this information is strictly a rough estimate and it will use the information strictly as a means for gaining general knowledge.
h. Responses to this Sources Sought Questionnaire should be sent to Matthew Moreton, via email, at matthew.r.moreton.civ@army.mil. You are requested to put “Availability of the HMEE IV” in the subject line of the e-mail. Any requests for clarifications to this questionnaire shall also be addressed to Matthew Moreton. If you must send multiple packages due to the size restrictions, also include the statement: “#1 of X, #2 of X, etc.”
in the file description line. This will ensure that we are aware of the number of messages we should expect to receive as your complete response. You can respond in total or to any part of this Sources Sought Questionnaire.
III. Summary for the HMEE IV Sources Sought Questionnaire
This questionnaire applies to the U.S. Army’s plans to procure vehicle systems meeting the HMEE IV Automotive Tank Purchase Description (ATPD) 2301, Operational Requirements Document (ORD) requirements, and ancillary equipment and services supporting the vehicle.
The Government is surveying the marketplace to determine how many potential sources exist for vehicle systems meeting the HMEE IV requirements, ancillary equipment, and system services.
IV. Proprietary
GENERAL INFORMATION: The U.S. Government appreciates the time and effort taken to respond to this QUESTIONNAIRE. The U.S. Government acknowledges its obligations under 18 U.S.C. §1905 to protect information qualifying as “confidential” under this statute. (To avoid possible confusion with the meaning of the term “confidential” in the context of Classified Information,” we will use the term “PROPRIETARY.”) Pursuant to this statute, the Government is willing to accept any PROPRIETARY (e. g. trade secret) restrictions placed on qualifying data forwarded in response to the QUESTIONNAIRE and to protect it from unauthorized disclosure subject to the following:
1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) “PROPRIETARY” with an explanatory text so the U.S. Government is clearly notified of the
U.S. ARMY UNCLASSIFIED PAGE 3 OF 8
data needing to be appropriately protected.
2. In marking such data, please take care to mark only those portions of the data or materials truly proprietary (over breadth in marking inappropriate data as “PROPRIETARY” may diminish or eliminate the usefulness of your response – see item 6 below). Use circling, underscoring, highlighting or other appropriate means to indicate the portion of a single page to be protected.
3. The U.S. Government is not obligated to protect unmarked data. Additionally, marked data which is already in the public domain or in possession of the U.S. Government or 3rd parties, or is afterward placed into public domain by the owner or another party through no fault of the U.S. Government will not be protected once it is in the public domain. Data which is already in the possession of the U.S. Government will be protected in accordance with the Government’s rights in the data.
4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the U.S. Government, shall contain the “PROPRIETARY” legend, with any explanatory text on both the cover of the transmittal email and at the beginning of the file itself. Where appropriate for only portions of an electronic file, use the restrictive legends “PROPRIETARY PORTION BEGINS:” and “PROPRIETARY PORTION
ENDS.”
5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the U.S. Government shall also reproduce the asserted restriction legend and any explanatory text.
6. The U.S. Government sometimes uses support contractors in evaluating responses.
Consequently, responses which contain proprietary information may receive only limited or no consideration since the respondent’s marking of the data as “PROPRIETARY” will preclude disclosure of the same outside the U.S. Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort. The U.S.
Government will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available.
7. The U.S. Government will not publish the results of this QUESTIONNAIRE. Respondents WILL NOT be notified regarding information obtained related to this QUESTIONNAIRE.
When a solicitation is issued, it will be posted on https://sam.gov. It is the respondent’s responsibility to monitor these sites for the releases of any synopsis or solicitation.
