High Head Test Facility Equipment
Type: Sources Sought
1. Notice
This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.
1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 333914, Measuring, Dispensing, and Other Pumping Equipment Manufacturing, which has a corresponding Size standard of 750 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women- Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.
Additionally, please provide any anticipated teaming arrangements and delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
2. Description
The Bureau of Reclamation’s Hydraulics Laboratory utilizes a high-head test facility to conduct research experiments for dams and related structures and equipment. It is a unique facility that allows real-world conditions of water speed and pressure to be applied within a laboratory experiment. This project involves procuring, delivering, and installing a pump, motor, and variable speed drive (VFD) along with uninstalling, removing, and disposing of existing equipment.

5. Potential Offeror Capabilities
Please provide responses to the following items:
a) What is your company’s experience in providing seven-stage pumping units? Include contract numbers (if applicable), a brief description of the work performed, period of performance, agency/organization supported, and individual points of contact (Contracting Officers or Program Managers).
b) Does your company currently have any teaming agreements in place that will allow for successfully meeting the Government's requirements? In addition, please identify the roles associated with the teaming arrangement.
c) What portion of the work is your company capable of performing?
d) Is your company a Manufacturer of the required pumping units, motor and VFD? If so, how many of this type and size has your company manufactured and where have they been installed?
e) Specific but brief material information that is efficient enough to show that the potential product meets the specifics of the new pump.
f) If your company is not a manufacturer of the requirement, provide the Name and Address of all potential manufacturers your company anticipates using for this project.
g) Does your company foresee any challenges with the information provided?
h) Would your company be interested in attending a site visit in person, located on site in Denver Colorado or virtually? If so, please include the contact information with the names and email addresses of who would attend.
i) Provide other relevant topics, concerns, or information not addressed in this posting.

6. Potential Offeror Capability Briefings
A focused capabilities briefing may be required at the Government's discretion. The Government will contact interested vendors directly should it be determined that a capabilities briefing is needed.
7. Response Procedures
Contractors responding to this posting are advised that their response does not guarantee awards in future solicitations or contracts. This is not a Request for Quote or an Invitation for Bid, nor is it to be construed as a commitment by the Bureau of Reclamation. Submission of any information in response to this Sources Sought is purely voluntary; the Government assumes no financial responsibility for any costs incurred associated with preparation or response to this posting.
