HIGH ALTITITUDE FLIGHT TRAINING

WITH SALIENT CHARACTERISTICS

This sources sought notice is for informational and planning purposes only.

Fairchild AFB, WA is seeking information on companies that provide HIGH ALTITITUDE

FLIGHT TRAINING.

This requirement most likely falls under NAICS 611512 Other Commercial and Service Industry Machinery Manufacturing, with a size standard of $30.0M. The PSC is likely U099, Operational Training Devices.

This sources sought notice is for informational and planning purposes only. Pricing information is not being requested at this time. It does not constitute a solicitation and is not to be considered as a commitment by the government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties shall be required to respond to the resultant solicitation separately from their response to this sources sought notice. A responsible potential source shall have registered with the System for Award Management (SAM). The government seeks to find any business that is capable of preforming this requirement.

Interested contractors shall provide their business category (small or large). The response should be one page providing the following information:

SALIENT CHARACTERISTICS:

The 36th Rescue Squadron (RQS) requests to purchase High Altitude Flight Training (HAFT).

- High Altitude Flight Training Description:

a. Training must include at least a 2 day ground school and incorporate all aspects of mountain flying.

b. Training course will provide at least 15 flight hours of instruction in mountainous terrain per pilot.

c. Training course will provide at least 6 flight hours of instruction in mountainous terrain per flight engineer.

d. Training must provide the opportunity to experience glacier landings and operations in the vicinity of glaciers.

e. The training area should include landing zones above 8,000 feet that will be utilized in the course.

f. The helicopter used for training must be turbine powered, and should be similar in flight characteristics to the UH-1N (i.e., Bell 206, Bell 212, or similar).

g. Instructor pilots teaching the maneuvers and classes must have over 3,500 hours of mountain flying experience and a minimum of 400 hours instructing in mountains to ensure the most experienced instructors are provided.

h. Training must be able to teach students to understand mountain geography, weather, winds, illusions, and and analysis of mountainous areas.

i. Training must also give the students the skills necessa1y to perform helicopter operations from shoulders, ledges, ridges, crowns, saddles, glaciers, snowfields, pinnacles, cirques, canyons, alpine meadows, riverbeds, and other high altitude confined areas.

j. Training must be completed by 30 September in order to preclude delays due to changing winter weather conditions in high altitude training areas.

k. A minimum of 2 pilots and 1 flight engineers, with the option for the 36th RQS to send up to 8 pilots and 4 flight engineers at the agreed upon rate.
