The NSF seeks organizations with capabilities in collecting and disseminating national-level university census/survey data, developing internet-based data collection instruments, and maintaining secure government survey databases. The anticipated NAICS code is 541611 with a $24.5M size standard, and the solicitation encourages responses from all businesses, with special emphasis on small businesses across various socioeconomic categories.
Interested vendors must submit a 5-page response by Wednesday, September 3, 2025 at 12:00 PM ET to Derek Bowks at dbowks@nsf.gov. The response must include a cover page with corporate information, details about the organization's experience in large-scale survey data collection, technical survey administration capabilities, and database management practices. The document explicitly states this is not a formal Request for Proposal, does not constitute a solicitation, and places no obligation on the government to award a contract. NSF may contact respondents for additional information or due diligence sessions following the submission.
