Replace Diesel Engine Generator (BM) Sources Sought
PURPOSE:
The U. S. Bureau of Reclamation has a requirement to procure and install a diesel driven engine-generator set to furnish standby power to all essential equipment at Blue Mesa Dam and Powerplant located in Montrose Colorado. This requirement is being procured in accordance with Federal Acquisition Regulations (FAR) Part 36- Acquisition of Construction and Architect-Engineer Contracts in conjunction with FAR Part 15-Contracting by Negotiation as a 100% small business set aside. The BOR intends to issue a competitive solicitation for this requirement.
This sources sought is issued solely to establish if there are any small businesses that can replace Generators of this magnitude and is not a solicitation. This is NOT a Request for Proposals nor an Invitation for Bids and does not constitute any commitment by the Government.
No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified.
Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this request for information will not be returned and electronic submission is required. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government or form a binding contract.
Interested parties are encouraged to monitor this announcement for updates and send their response to this source sought by the stated time below. It is, and will continue to be, all potential offeror's responsibility to monitor the SAM.gov website for any updates to this announcement. All interested sources must respond to future solicitation announcements separate from responses to this sources sought.
BACKGROUND:
The U. S. Bureau of Reclamation, Blue Mesa Dam and Powerplant, has a requirement to procure and install a diesel driven engine generator set to furnish standby power to all essential equipment. This work shall include formwork, reinforcement, concrete materials, mixture design, placement procedures, and finishes, for a slab-on-grade construction. The work will be performed at Blue Mesa Powerplant located on the Gunnison River between Gunnison, Colorado and Montrose, Colorado, 26 miles west of Gunnison, Colorado.
SPECIFICATION DETAILS:
A. The engine-generator set shall be sized to deliver 500kW at 0.8 P.F., 480 Vac, three phase output at 60 hertz, after derating for the powerplant elevation of 7,190 feet.
B. The engine-generator shall comply with air quality emissions in the state of Colorado and be designed and equipped to comply with U.S. EPA Tier 2 requirements.
C. The standby engine-generator equipment shall include all controls necessary to automatically start, establish 60 Hertz, 480 Vac, 3-phase power when normal station service power is lost.
1. All keys and software access to allow the Bureau maintenance personnel to reprogram controllers and governor as needed shall be provided by the Contractor. All control software shall be considered open source for the purpose of onsite access. This privilege will not extend beyond use by Reclamation at this site.
2. Remote start capability and synchronizing capability, including the ability to automatically synchronize and connect to the existing powerplant station service, shall be required.
3. All auxiliary equipment required to maintain and operate the engine-generator.
D. A resistive load bank shall be provided for routine exercising of the engine-generator set.
E. Remove and dispose the existing engine/generator set, the outside diesel tank, and remove and dispose of the existing concrete pad below the diesel tank.
F. The emergency generator shall be equipped with both voltage and frequency regulation capability that will operate automatically to stabilize both the 480 VAC output and the 60 hertz frequency when essential load equipment starts and stops.
G. The Contractor shall be responsible for installing the generator and provide a concrete foundation as needed as a unit base, as directed by the engine/generator manufacturer, and as specified in these documents. Place and secure new generator with housing and base tank on the provided foundation.
PSC, NAICS & SIZE STANDARD:
The Product Service Codes (PSC) is N030- Installation of Equipment-Mechanical Power Transmission Equipment. The potential North American Industry Classification System (NAICS) code for this project is 238990- Other Specialty Trade Contractors, with a small business size standard of $16.5 million.
SYSTEM FOR AWARD MANAGEMENT:
The System for Award Management (SAM) is an implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Parties interested in this project are encouraged to register now; however, registration is not required at this time to respond to this request for information. Vendors would be required to be registered at http://www.sam.gov prior to responding to any future solicitation for proposals in order to be considered.

RESPONSE SUBMISSION:
Interested small businesses that can meet the needs of this requirement should submit responses, 5 pages or less, of their applicable capabilities that shall include the following:
1) Company Name, DUNS, Contact Information, and Address
2) Business Size Classification, including number employees, size standard, and the number of years your company has been in business. (Small, Small Disadvantaged, 8(a), Woman-owned, Veteran Owned, Service-Disabled Veteran Owned, Historically Underutilized Business Zone businesses, and Historically Black Colleges and Universities/Minority Institutions).
3) Company’s abilities as they relate to the stated requirements-
a) What portion of the work is your company capable of performing?
i) The complete project (removal/disposal, manufacturing and /or providing all new materials, and installation of all new equipment)
ii) Removal/Disposal and Installation portion only
iii) Manufacturing portion of the new station service switchgear, relays, and other required equipment only.
b) Specific but brief material information that is efficient enough to show that the potential product meets the specifics of the new station service equipment. Provide the Name and Address of all potential manufacturers your company anticipates using for this project.
4) Past experience in providing the same/similar type of work. Information on your companies experience in providing the same/similar type of equipment and/or performing installation work for the same/similar type of work on an industrial/hydroelectric level.
