Sources Sought Notice
Road Maintenance Contract
Ft. Riley, KS
W911RX-23-B-0001
Mission and Installation Contracting Command (MICC), Fort Riley, Kansas in support of Fort
Riley, KS’s Directorate of Public Works (DPW) is conducting preliminary planning market research to obtain information from potential and eligible contractors for a single Indefinite
Delivery Contract- Requirements (IDC) for a broad range of road maintenance projects to include airfields and roadways. Orders placed under the contemplated contract will be for road maintenance work at Ft. Riley, KS. The applicable North American Industry Classification
System (NAICS) code is 237310 Highway, Street, and Bridge Construction, and the small business size is $25.1 million per annum.
In accordance with Federal Acquisition Regulation (FAR) 10.001(a)(3)(i), and the previous history of obtaining competition for the Ft. Riley Road maintenance, consideration for competition is full and open (unrestricted) to determine if sources are capable of satisfying the agencies need of road maintenance for Ft. Riley. The Government will consider all Sources
Sought (SS) responses received.
Work under this requirement consists of a construction, removal, replacement, and repairs associated with roadway and airfield projects at Ft. Riley, KS, including removal, replacement and repair of existing subgrade, utilities, shoulders, curbs, gutters, sidewalks, and other real property common to roadway and airfield pavements. Work may also include minor “new construction”, to include construction of new roads, new sidewalks, or new parking lots. Work will be provided under multiple firm-fixed-price task orders issued as provided in the parent IDC contract. Each task order may involve a variety of construction trades. The Contractor shall provide all materials, labor, equipment, tools, transportation, and ancillary items necessary to complete each project from conception to completion.
Please see attached Draft Statement of Work (SOW) for additional information. The Draft SOW is subject to change.
Interested contractors should have a successful history of relevant horizontal construction
(defined primarily as asphalt and concrete paving for roadways and airfields, but also includes grading, earthwork, compaction, and infrastructure improvements, etc.) experience in the performance of road maintenance projects up to $8,000,000 per year. In addition, vendors should be able to demonstrate performance of Firm-fixed-priced task orders for road maintenance contracts that may range in value from $2,000 to $2,000,000. The proposed
Indefinite Delivery Contract- Requirements (IDC) shall be for a 1-year base period and four 1-year option periods not to exceed a total of five years. The expected magnitude is more than
$38M (base and option periods).
Respondents shall submit a capability statement demonstrating their experience in managing multiple road maintenance projects at one time. Capability statements for this Source Sought are not bids, but rather statements regarding the company’s existing experience. Narratives shall include the following:
1. State the full name of your firm to include address, point of contact, point of contact phone number and email address, including Data Universal Numbering System
(DUNS) number and Commercial and Government Entity (CAGE) Code.
2. State if your company is a large business, certified 8(a), Small Disadvantaged
Business, HUBZone Small Business, Woman-Owned Small Business, Service
Disabled Veteran Owned Small Business, or Small Business.
3. State your firm’s/venture’s current performance bonding capability to include single and aggregate amounts.
4. A statement of your intention to submit an offer/bid when the bid request is issued.
5. In the event of a future solicitation, would you bid on this requirement as a sole contractor, prime contractor with subcontractor(s), or as a joint venture.
6. The vast majority of task orders issued during contract performance will require asphalt-paving tasks such as mill and overlay, full depth patching, etc. Provide percentage level of how much your company will be the Prime Contractor to self-perform these tasks and percentage you will subcontract to others such as concrete paving, management, asphalt paving, etc. Also, provide the number of subcontractors you will use if more than one and list subcontractor’s performance specialties (e.g.
Prime Contractor 51%, Subcontractor 49%). FAR Regulation 52.219.14 will apply to the solicitation.
7. Provide your Firms capabilities to provide the equipment necessary to accomplish the horizontal construction projects or if the equipment will be provided by the subcontractor.
8. Provide evidence of recent experience (past 5 years) in horizontal construction (road maintenance) as the Prime contractor. For each contract/project submitted, include the
Contract Number, Project Title and Description, Award and Completion Dates, Dollar Value of Contract, Points of Contacts for each contract to include current telephone numbers and email addresses.
9. Provide number of years your company has completed 25 to 35 task orders totaling
$1-5 Million in a year time. Provide your answer by listing the years accomplished and number of task orders (e.g. 2015: 32 task orders, 2016: 27 task orders).
10. As a small or large business, do you have concerns with the performance risk or funding risk of accomplishing 25 to 35 projects per year?
11. Describe the professional qualifications and specific experience of key personnel identified that likely will perform work under the contemplated contract.
12. Any other information deemed pertinent that will aid in our assessment of the firm’s capabilities.
Interested potential contractors shall limit their response to this sources sought notice to a maximum of 10 pages.
If issued, all notices, the Invitation for Bid (IFB), and related documents or updates will be available solely on the Federal Business Opportunities (FBO) website (https://www.fbo.gov).
Interested parties are responsible for monitoring the FBO website for the posting of any solicitation or subsequent updates.
Interested sources shall submit responses no later than 4:00 PM Central Time (CT) on 20

This Sources Sought Notice is submitted in accordance with 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This Sources Sought Notice is for planning purposes only and shall not be construed as an Invitation for Bids (IFB) or as an obligation of the part of the Government to acquire any services. No solicitation exists and solicitation requests will not be acknowledged. MICC-Fort Riley will not accept unsolicited proposals related to the subject of this Sources Sought Notice. The responder must clearly identify any information it considers sensitive or proprietary. All information received in response to this sources sought notice that is marked “Proprietary” will be handled accordingly. Responders are solely responsible for all expenses associated with and incurred by responding to this sources sought notice. The Government reserves the right to determine how it should proceed because of this notice.
