Sources Sought

1.0 GENERAL

1.1 Introduction

The U.S. Forest Service (USFS), East Zone, is issuing a Sources Sought to gain knowledge of interest and capabilities of the Small Business Community interested in contracting to provide civil engineering construction services. These construction services would primarily consist of road and other transportation related repair and construction services, however, may include other civil engineering construction work typically performed by road construction and excavation type contractors. The work performed may include new work, additions, alterations, or maintenance and repairs across the Eastern Area of the Forest Service.

The NAICS Code for this procurement is 237310 Highway, Street, and Bridge Construction.

The small business size standard is $39.5 Million.

1.2 About the Forest Service

Established by Congress in 1905, the mission of the Forest Service is to sustain the health, diversity, and productivity of the nation’s forests and grasslands to meet the needs of present and future generations. We manage public lands in the form of national forests and grasslands, provide technical and financial assistance to state and private forestry agencies and make up the largest forestry research organization in the world.

1.3 The Forest Service’s Built Environment

The agency’s Built Environment refers to the physical infrastructure of fire, administrative, research, and recreation buildings, landscape structures, site furnishings, structures on roads and trails, and signs installed or operated by the Forest Service, its cooperators, and permittees.

The elements of the built environment constructed on National Forest lands and Grasslands, or those used for administrative purposes in rural areas, towns, and cities incorporate in a practical manner the principles of sustainability, reflect their place within the natural and cultural landscape, and provide optimal service to our customers and cooperators.

2.0 PROJECT INFORMATION

2.1 About the Project

The Forest Service, East Zone, is interested in issuing Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) Civil Construction Contracts. This requirement would require contractors to provide construction services through both the traditional design-bid-build (DBB) and design-build (DB) methods. In the traditional DBB method the Government would provide the contractor with a full design and the associated specifications, requiring the contractor to perform solely the construction services. The DB method would require the same contractor to provide both the design and construction services. In both situations the contractor would be required to provide all labor, materials, supplies, equipment, transportation, supervision, ancillary services and other necessary items to complete the work.

These services may be required across all Region 8 and 9 forests and grasslands. This may include forests and grasslands in the following states Alabama, Arkansas, Florida, Georgia, Idaho, Illinois, Indiana, Kentucky, Louisiana, Maine, Michigan, Minnesota, Mississippi, Missouri, New Hampshire, North Carolina, Oklahoma, Ohio, South Carolina, Tennessee, Texas and Virginia, West Virginia, and Wisconsin.

2.2 Delivery Method

After the Government determines the appropriate acquisition strategy, and a decision is made to proceed with the requirement, the Government may use a Design-Build source selection process to award the IDIQs. The Government selects firms for Design/Build contracts using a two step process.

After IDIQ contracts are awarded, work will be issued firm-fixed-price task orders on a competitive basis. The basis for award of the task orders will generally be on lowest price, but may be conducted through a best value process if the complexity of the work requires additional technical evaluation.

2.3 Contract Value Range

Another purpose of this SS is to help determine the appropriate size and geographical scope of the potential solicitation(s). The Government anticipates shared contract ceilings of $10 Million to $50 Million over five years, depending on the scope of the contract.

Historical data shows that the majority of task orders would be under $250,000. However, it is likely that under these new IDIQs, individual task orders could be valued up to $5 Million.

2.4 Requirement

Civil construction services may include, but not be limited to, the following types:

• Road and trail: Work includes repair and construction of native surface, gravel or paved roads and trails; and road and trail repair and reconstruction due to damage from human or natural causes.

• Road and trail decommissioning: Work includes de-compaction, partial or full re-contour to restore the roadway or trail to a hydrological stable condition; removal of drainage structures and associated fill to restore site to natural contour; work may include excavation of stream channels without drainage structures; installation of gradient control devices in channels or sediment basins; seeding, fertilizing and mulching; and the construction of waterbars.

• Bridge: Work includes repair and construction of steel, concrete, and timber road bridges;

reconstruction of approaches; and related stream work within the project area.

• Trail bridges: Work includes construction or reconstruction of bridges.

• Culverts, Aquatic Passage Structures, and Ancillary Structures: Work includes road structures for aquatic passages, bottomless arches, small bridges, retaining walls, and cattle guards that are part of National Forest roads.

• Related work includes maintaining roads in the project area to prevent rutting; maintaining drain structures; signs; guardrails; closure devices such as gates, cattle guards, fences;

stream grade; alignment control; dust control; and scour protection.

• Maintenance, stream work, or campground civil engineering work. Examples are repairing or constructing drain structures, road and spur improvements in campgrounds, water and sewer line system construction and rehabilitation, and restoring stream channels.

The description, scope of work, and location of individual projects will be stated in the Task Order Request for Proposal issued by the FS in accordance with the IDIQ contracts.

3.0 RESPONSES

3.1 Responses to this sources sought shall include the following:

(a) Company Name

(b) Address

(c) Point of contact

(d) Phone and email

(e) DUNS number

(f) Bonding Capacity (per contract and aggregate)

(g) Type of small business, e.g. Services Disabled Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business. Firms shall be certified in the in the System for Award Management (SAM) located at https://www.sam.gov/.

(h) Complete the attached spreadsheet indicating which Forests you are capable and interested in working.

(h) Listing of your design-build construction experience within the last 5 years where you were the prime contractor for work of similar type and scope. Include at least one project in each state you marked for item (h). Include contract numbers, titles, locations, dollar amounts and a brief description. Limit of two projects per state.

3.2 Interested small businesses shall submit the response by email to Primary Point of Contact no later than the time indicated on the Contract Opportunity webpage.

3.3 Determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government.

3.4 The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.
