About this file
This is a Sources Sought notice for the Rural Food Locker Program issued by the Department of Veterans Affairs Strategic Acquisition Center Frederick. The notice is for market research purposes only and does not constitute a solicitation or commitment to contract. The VA's Food Security Office, in partnership with the Office of Rural Health, is seeking to expand food locker programming across five rural and highly rural Veterans Affairs healthcare sites, building on a West Palm Beach proof of concept. Food lockers will serve as secure, 24/7 accessible food distribution sites for Veterans experiencing food insecurity, providing medically tailored groceries based on prescription-like recommendations from healthcare providers. The lockers will store both perishable and non-perishable items to ensure Veterans with diet-related diseases and food insecurity have dignified access to nutritious food while removing barriers related to transportation, work schedules, stigma, and limited pantry hours.
The Sources Sought requests information from interested parties regarding business details, core competencies, relevant NAICS or PSC codes, experience with similar requirements, existing General Services Administration Federal Supply Schedules or other ordering vehicles, commercial availability and pricing information, feedback on the draft Performance Work Statement, interest in competing as prime contractor, and any planned subcontracting or teaming arrangements. Responses must address the specific questions posed, use the Microsoft Word Comment tool for Performance Work Statement feedback, and be submitted via email to designated contacts. No phone calls will be accepted, submittals will not be returned, and all costs associated with responding are the responsibility of the interested party.
