SUBJECT: Sources Sought for Replenishment of Hatchery Fish at United States Air Force Academy (USAFA)
SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing the information provided to the Government.
The USAFA 10th Contracting Squadron is requesting information from potential providers of Fish Hatchery Services. The Request for Quotation (RFQ) number is FA700026Q0014 and shall be used to reference any written responses to this source sought.
The North American Industry Classification Systems (NAICS) Code proposed is 112511, FinFish Farming and Fish Hatcheries, with a small business size standard of $3.75 Million USD.
The requirement is to provide hatchery-reared rainbow trout to the recreational fishing lakes on the U.S. Air Force Academy (USAFA) and Farish Recreational Area (Farish). The contractor shall deliver 9 - 11 inches, whirling disease negative, rainbow trout to four lakes on USAFA and three lakes at Farish (approximately 5 miles from Woodland Park, Colorado). Trout shall be delivered at approximately 5-week intervals from April through September, as scheduled by USAFA Natural Resources.
Provide five (5) deliveries each of up to 1,100 pounds (totaling up to 5,500 pounds) of whirling disease negative, 9-11 inches rainbow trout to be divided among four (4) lakes on USAFA. Deliveries will occur between April and September. Delivery is FOB destination
Provide five (5) deliveries each of up to 900 pounds (totaling up to 4,500 pounds) of whirling disease negative, 9-11 inches rainbow trout to be divided between the three (3) lakes at Farish. Deliveries will occur between May and September. Delivery is FOB destination.
Salient Characteristics: Items requested are 9-11 inches, whirling disease negative, rainbow trout.
We are interested in any size business that is capable of meeting this requirement.
Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.
The Contractor shall provide all management and labor required for the operation and management of providing and delivering hatchery fish to the previously specified locations.
Interested and qualified sources are requested to submit the following information to this office by electronic mail by: 13 January 2025 at 02:00 PM Mountain Time. The response must not exceed 5 pages.
Interested parties shall provide the following information:
a. Company name, address, point of contact telephone number, e-mail address, CAGE/UEI.
b. Representation/Certification of small business socio economic status (if applicable).
c. Examples of prior services provided of a similar nature.
d. Company’s primary source of business (commercial/private or Government sector).
e. What is your estimated pricing of rainbow trout per pound? You will not be held to the price as it’s for the Government market research purposes only.
f. Would interested contractors want a site visit?
g. What are your standard commercial practices for pricing, quality control, terms and conditions relevant to this requirement? Please feel free to provide a copy of your terms and conditions for this type of work.
