About this file

This is a Sources Sought announcement issued by the Naval Air Systems Command (NAVAIR), PMA-226 Adversary and Specialized Aircraft, soliciting industry capability statements for developing and integrating a Bingo Fuel State Alert system for F-5N and F-5F aircraft. The system must display fuel levels from 0-2,500 lbs per tank with configurable "Bingo" and "Joker" alert thresholds adjustable in 100-lb increments via knob manipulation during preflight and flight operations. The current F-5 fuel system only provides a low-fuel warning light at 350-410 lbs remaining, creating unsafe operational conditions. NAVAIR seeks fully commercial off-the-shelf (COTS) solutions already qualified for F-5E/F configurations to minimize non-recurring engineering (NRE) development time and cost. If replacement of the current fuel quantity indicator (part number 14-64900-9) is required, the new gauge must be no larger or heavier and display equivalent information.

Interested parties must submit capability statements electronically in Microsoft Word or PDF format to Mr. James Redding (james.m.redding9.civ@us.navy.mil) and Mrs. Catrina Farrell (catrina.m.farrell.civ@us.navy.mil) by June 8, 2026 at 2:00 PM EDT. Statements are limited to 10 pages, single-spaced, 12-point font minimum, and must address company background, relevant experience, business size status, CAGE code, DUNS number, technical capabilities, detailed schedules with milestones, and assumptions regarding government-furnished material. The anticipated NRE period is 18 months from award, with airworthiness approval requiring four months from technical data receipt. NAVAIR estimates requiring 15 units under the resulting contract. This is a market research tool only and does not constitute a solicitation or commitment to award a contract; all submission costs are the sole responsibility of respondents, and submissions become government property. Applicable NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with size standard of 1,350 employees; Product Service Code is 1680 (Miscellaneous Aircraft Accessories and Components).

SOURCES SOUGHT: BINGO FUEL STATE ALERT FOR F-5 AIRCRAFT

Product Service Code: 1680 – Miscellaneous Aircraft Accessories and Components NAICS Code: 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing

Background The Naval Air Systems Command (NAVAIR), PMA-226 Adversary and Specialized Aircraft, Integrated Product Team (IPT), is considering procurement of a system or instrument which allows aircrew to configure custom total fuel level alerts (also known as “Bingo” or “Joker” fuel bugs) for use on single-seat F-5N and dual-seat F-5F aircraft.

The fuel level is monitored through capacitance signals sent from two fuel probes and displayed with dual pointers (left and right) in increments of 100lbs, ranging from 0 to 2,500 lbs. If carried, external fuel tanks are pumped to internal tanks and represented through the right pointer. This Bingo Fuel State Alert would allow for mission specific fuel level alerts to be entered during preflight and activated during flight. Currently the F-5 fuel system only has a low fuel light that activates when fuel level reaches 350-410lbs of fuel remaining which is an unsafe condition.

The purpose of this Sources Sought is to query industry for options to develop and integrate a Bingo Fuel State Alert capability for F-5s. Ideal solutions are fully commercial off-the-shelf (COTS) already designed and qualified for the F-5E/F configurations. COTS solutions should have demonstrated performance characteristics suitable to minimize Non-Recurring Engineering (NRE) development time and cost.

Size Status The applicable North American Industry Classification System (NAICS) code is 334511, size standard 1,350 Employees. The Product Service Code (PSC) is 1680, Miscellaneous Aircraft Accessories and Components. Companies must identify their size status, the results of which will be utilized as guidance to determine any potential set-aside basis.

THIS IS A SOURCES SOUGHT ONLY. This Sources Sought does not commit the Government to contract for any supply or service whatsoever. Furthermore, this Sources Sought does not seek to solicit proposals and NAVAIR will not accept, review, or reply to any formal or informal unsolicited proposals regarding this future requirement. Interested parties shall be advised that any resources or costs attributed to the response of this Sources Sought will not be reimbursed by the United States Government (USG) and that these costs relating to any Sources Sought responses will be the sole responsibility of the interested Party. Not responding to this Sources Sought does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on http://www.SAM.gov. It is the responsibility of the potential Offerors to monitor this site for additional information pertaining to this foreseen, future requirement.

Requirement Statement An interested party shall provide a Rough Order of Magnitude (ROM) and notional schedule for the proposed solution, which should meet the following requirements:

• Displays a range of 0-2500lbs of fuel for each tank level.

• “Bingo” and “Joker” alerts which can be set in increments of 100 lbs.

• Alert threshold levels can be easily and quickly adjusted (e.g., by pushing and/or rotating a knob).

If the proposed solution requires replacement of the current fuel quantity indicator, part number 14- 64900-9, the new gauge will be no larger or heavier than the current fuel quantity indicator and will display the same information.

The ROM and technical solution should detail the pedigree of the proposed solution and anticipated NRE should be detailed and include any required adaptation of COTS equipment, development of airworthiness qualification/test data, other technical data, and proposed level of effort for installation as applicable. Schedule information for integration efforts shall define component lead-time After Receipt of Order (ARO) and production throughput (lot size per unit of time).

Anticipated Period of Performance (PoP) NRE is anticipated to complete no more than eighteen (18) months from the date of receipt of award. Airworthiness approval is anticipated to require no more than four (4) months from Government receipt of technical data and completion of a prototype/validation installation. The aircraft retrofit schedule is To Be Determined (TBD) based on proposed solutions from industry.

Estimated Quantities The Government estimates requiring fifteen (15) units under the resulting contract.
