Sources Sought eBooks for the Physical Therapy Technician (PTT) Course Joint Base San Antonio (JBSA) – Fort Sam Houston, Texas 78234

15 December 2025

1. The JBSA-Randolph Contracting Squadron, 502 CONS/PKDB, is contemplating the acquisition of eBooks for the Physical Therapy Technician Course for Medical Education Training Campus (METC).. The Government is seeking information on the availability of capable contractors to provide the Physical Therapy eBooks as stated below and in paragraph 3 of the Statement of Need. If interested and capable of providing these products, please provide your response in paragraph six (6).

Contractor’s program shall provide the following:

• The vendor must provide access to the PTT Course instructors by manually generating access codes for each eBook title.

• The instructor will provide access codes for each student.

• Each student should be able to create their account with the vendor.

• Each student should have the ability to use the online version with the vendor platform/application or through their virtual library.

• Students should have the ability to download the eBooks on up to two (2) computers and two (2) mobile devices/tablets.

• Students should have the ability to access the eBooks/material offline.

• The eBooks should provide the ability for highlighting, note taking, note consolidation, and flashcards.

• PTT Course instructors should have access to test banks and power point presentations for the eBook materials.

• All eBooks shall be current editions, and the contractor shall provide the ISBN and year for each title eBook with their quote.

• Three classes:

o 66 students per class for a total of 198 students o Duration of class is 180 days.

o Access for 14 eBook references is 180 days.

• Two (2) 6-month or 12-months access codes (based on the book) for PTT Course instructors:

o 16 instructors per six (6) months for a total of 32 instructors.

o Access for 14 eBooks references is 180-days or 365-days.

• Class Dates:

o 5 January 2026 – 13 May 2026 o 13 April 2026 – 20 August 2026 o 27 July 2026 – 4 December 2026

The METC’s PTT Course curriculum eBooks required are Brand Name.

2. The North American Standard Industry Classification System (NAICS) code anticipated for this acquisition is 513130 – Book Publishers, the small business size standard is 1,000 employees. Based on responses to this Sources Sought, this requirement may be set aside for Small Business or procured through Full and Open competition. The Government reserves the right to decide whether or not a small business set-aside is appropriate.

3. This Sources Sought is issued for informational and planning purposes only. THIS IS NOT A REQUEST FOR QUOTE OR SOLICITATION FOR AN OFFER; therefore, in accordance with FAR 15.201(c) any responses to this inquiry will not constitute nor will be considered as a contractor offer, and no award will be issued as a result of this inquiry. This information will be used by 502 CONS/PKDB for market research purposes only, and the submitted information will not be returned. Submitted information will be protected in accordance with DoDD 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program, and no feedback will be provided regarding submissions, or the total number of submissions received. Interested parties are solely responsible for all expenses associated with responding to this request for information, as the government is not liable for any costs incurred by interested parties in responding to this request.

4. The purpose of this Sources Sought is to query the market for potential interested, capable, responsible, and qualified commercial business offerors that can provide/perform the stated requirement. The government is interested in collecting market data/information in accordance with Federal Acquisition Regulation (FAR) Part 10, from potential sources that have the capability of providing eBooks for the Physical Therapy Technician (PTT) Course as described above.

5. Interested and/or potential business offerors are requested and encouraged to submit responses to the questions below under the Market Survey/Questionnaire, not later than 10:00 A.M. Central Time on 18 December 2025. No extension will be granted. **All correspondence/questions resulting from this Sources Sought shall be sent in writing to Ms. Jill Van Plew at jill.van_plew@us.af.mil AND Mr. Umar Thomas at umar.thomas.1@us.af.mil.
