About this file
This is a Sources Sought Notice for market research purposes regarding comprehensive maintenance services for communications infrastructure at U.S. Navy sites in Italy. The Naval Computer and Telecommunications Station (NCTS) Naples Base Communications Office requires two primary maintenance services: (1) Outside Cable Plant (OSP) maintenance for fiber optic, copper, and coaxial cable backbones, communications manholes, hand holes, and pedestal cabinets with mandatory 24/7/365 emergency response and 24-hour service restoration; and (2) Switch Batteries and Rectifier maintenance for energy stations supporting the DSN Telephone Switch (SL100), including customized Braga Moro rectifiers (400 VAC/48 VDC), Emerson rectifiers, and Braga Moro Lead Absorbent Glass Mat (AGM) and Lithium (LiFeLi) battery configurations, with bi-monthly inspections, semi-annual discharge tests, and 4-hour on-site emergency response for major faults.
Classified under NAICS Code 517111 (Wired Telecommunications Carriers) and PSC DG01 (IT and Telecom - Network Support Services - Labor), performance locations include Capodichino, Gricignano, Gaeta, Lago Patria, and associated support sites in Italy. Interested vendors must submit a capability statement (not exceeding 5 pages) by 1500 CEST on 28 August 2026 addressing four critical requirements: (1) autonomous network access and documented proof of independent rights to access Telecom Italia S.p.A. (TIM) proprietary central exchange interfaces without TIM as Prime Contractor; (2) warranty preservation through manufacturer certification or authorized partnership status for Braga Moro and Emerson components; (3) demonstrated local operational footprint in Campania and Lazio regions with logistical capability to deploy technicians within four hours for major power faults and restore severed cables within 24 hours; and (4) host nation and base access compliance including Italian Telecommunications laws (AGCOM), European Union CLP/GHS safety standards, and ability to obtain Italian Court House Penal Certificates for all technicians. Submissions must include company name, UEI number, CAGE code, point of contact, and business size classification, sent electronically to Contract Specialist Daniela Pollano (daniela.pollano.ln@us.navy.mil) and Contracting Officer David Biggs (david.a.biggs20.civ@us.navy.mil).

1.0 DISCLAIMER
This is a Sources Sought Notice for market research purposes only. This is NOT a Request for Quotation (RFQ), a Request for Proposal (RFP), or an Invitation for Bid (IFB). The Government will not reimburse any costs associated with the submission of capability statements.
2.0 BACKGROUND AND SCOPE
The Naval Computer and Telecommunications Station (NCTS) Naples Base Communications Office (BCO) requires comprehensive maintenance for its physical communications infrastructure. The infrastructure encompasses two highly integrated, mission-critical systems:
1. Outside Cable Plant (OSP) Maintenance: Preventative and corrective maintenance of the primary and secondary fiber optic, copper, and coaxial cable backbones, including communications manholes, hand holes, and pedestal cabinets. This includes a strict requirement for 24/7/365 emergency response and service restoration within 24 hours of notification.
2. Switch Batteries and Rectifier Maintenance: Maintenance of the energy stations supporting the DSN Telephone Switch (SL100). The infrastructure consists of customized Braga Moro rectifiers (400 VAC/48 VDC), Emerson rectifiers, and Braga Moro Lead Absorbent Glass Mat (AGM) and Lithium (LiFeLi) battery configurations. This includes bi-monthly inspections, semi-annual discharge tests, and a 4-hour on-site emergency response requirement for major faults.
Critical Constraint: The Navy-owned OSP connects directly to public network demarcation points currently owned and operated by Telecom Italia S.p.A. (TIM).
3.0 CAPABILITY STATEMENT REQUIREMENTS
To determine if a competitive marketplace exists capable of executing this requirement autonomously, interested vendors must submit a Capability Statement demonstrating their ability to overcome the following technical and legal barriers.
Generalized statements of telecommunications experience will not be considered sufficient.
Vendors must specifically address each item in the table below:
Capability Requirement
Required Proof / Documentation to Submit
1. Autonomous Network Access & Demarcation Authority
The Navy’s OSP is an ancillary extension of the active TIM public network.
Vendors must provide documented proof (e.g., written authorization, interconnection agreements, or legal delegation) that they possess the autonomous, independent right to access TIM’s proprietary central exchange interfaces and demarcation points to perform end-to-end troubleshooting and service restoration without requiring TIM to act as the Prime Contractor.
2. Warranty Preservation (Batteries & Rectifiers)
The existing Braga Moro and Emerson power systems were uniquely engineered and customized for this specific SL100 switch application. Vendors must provide evidence of manufacturer certification or authorized partnership status proving that their maintenance and replacement of these components will not void the existing Original Equipment Manufacturer (OEM) or system integration warranties.
3. 24/7/365 Emergency Response SLAs
Vendors must outline their local operational footprint in the Campania and Lazio regions (Italy) and provide a logistical plan demonstrating the ability to physically deploy technicians on-site to Naples and Gaeta within four (4) hours for major power faults, and fully restore severed main artery OSP cables within twenty-four
(24) hours of notification.
4. Host Nation & Base Access Compliance
Vendors must verify their ability to operate in accordance with Italian Telecommunications laws (AGCOM) and European Union CLP/GHS safety standards for handling/labeling hazardous materials (Lead/Lithium batteries).
Furthermore, vendors must confirm their ability to obtain Italian Court House Penal Certificates (Certificato Penale del Casellario Giudiziale) for all technicians to secure U.S. Navy base access.
4.0 SUBMISSION INSTRUCTIONS
Interested parties shall submit a Capability Statement (not to exceed 5 pages) addressing the stringent criteria listed above. Submissions must include the company name, UEI number, CAGE code, point of contact, and business size under NAICS 517111.
Responses shall be submitted electronically via email to the Contract Specialist, Daniela Pollano, at daniela.pollano.ln@us.navy.mil and Contracting Officer, David Biggs at david.a.biggs20.civ@us.navy.milno later than 1500(CEST) on 28 August 2026. Telephone inquiries will not be accepted.
