About this file

This is a Sources Sought announcement issued by the National Science Foundation (NSF) Research & Support Contracts Branch for market research purposes regarding Starlink Low Earth Orbit (LEO) satellite communications system equipment and service procurement to support the National Center for Science and Engineering Statistics (NCSES).

The NSF is seeking qualified vendors to provide Starlink LEO satellite communications equipment and services. Respondents must answer four technical capability questions: (1) ability to deliver equipment to NSF HQ by August 21, 2026; (2) capacity to provide dashboards displaying data usage per device or client and billing information; (3) clarification of whether the vendor or OIG IT team will manage the Starlink Portal; and (4) confirmation that service performance meets minimum bandwidth requirements (100 Mbps download/10 Mbps upload speeds) and latency specifications (less than 100 milliseconds). The anticipated NAICS code is 517410 with a $44 million size standard. Responses must not exceed five pages, use 12-point Times Roman font, and must be submitted by July 29, 2026 at 9:00 AM ET to dbowks@nsf.gov. NSF explicitly states this is not a solicitation and does not commit the government to award any contract. Qualified vendors of all sizes, including small businesses in all socioeconomic categories, joint ventures, 8(a) firms, service-disabled veteran-owned, and women-owned small businesses, are encouraged to respond. Respondents should not include cost or pricing information and must provide relevant references for previous similar work.
