(11) A. Objective:

To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation.

B. Salient Characteristics:

CLIN 0001 – The Contractor shall provide a quantity of one (1) scientific grade ultra-short pulsed laser (USPL) system that meets the following minimum specifications:

• The USPL shall be tunable in the ultraviolet (UV) through short-wave infrared (SWIR) spectral regions

• The USPL shall include a modular design to enable future upgrades.

• The USPL’s output beam shall be tunable over a spectral range from 300 nanometer (nm) to 2400 nm or better and the width of the output beam shall be less than or equal to five (5) nm at full width half maximum.

• The USPL’s output beam shall be emitted from a single aperture over the entire spectral range.

• The beam quality factor (M2) shall have a value less than or equal to 1.3 in the spectral region from 350 nm to 850 nm, in both the horizontal and vertical dimensions.

• The width of the USPL’s output pulses shall be less than or equal to 300 femtoseconds (fs).

• The pulse energy shall be greater than or equal to three (3) micro Joules (µJ) in the spectral region from 350 nm to 850 nm, at a pulse repetition rate of ten (10) kilohertz (kHz).

• The divergence of the USPL’s emitted beam shall be less than or equal to two (2) milliradian (mrad) in the spectral region from 350 nm to 850 nm, in both the horizontal and vertical dimensions.

• The USPL’s pulse repetition rate shall be variable and the maximum repetition rate shall be ten (10) kHz or greater.

• The USPL system shall be cooled by ambient air and shall not require liquid cooling.

• The USPL system shall have an integrated personal computer system to control the system.

• Shall include one (1) user manual/reference guide.

CLIN 0002 – The Contractor shall provide delivery, installation, setup, and re-testing at the US Army Development Command (DEVCOM) Data and Analysis Center (DAC) White Sands Missile Range (WSMR) with the conditions specified below:

• Shall provide delivery to DEVCOM DAC, WSMR Logistics Shipping and Receiving, Building 1856 Craig St., WSMR, NM 88002.

• Shall provide installation of the USPL system at WSMR, NM.

CLIN 0003: The Contractor shall provide on-site training at building 25900, WSMR, NM, for up to twelve (12) DAC employees/contractors on system operation, provided software usage, and general maintenance procedures.

C. Responses:

All interested parties should notify this office in writing via e-mail or mail within the posted date. Responses shall include:

(I) To what extent each of the specifications can be met.

(II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the employee size standard that accompanies NAICS code 334516. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.].

(III) Past experience/performance through the description of completed projects.
