Sources Sought Synopsis

The GSA Public Buildings Service is issuing a source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Project Management Certificate Program for a cohort of 25 GSA participants. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611430 – Professional and Management Development Training.

There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

If your organization has the potential capacity to perform these contract services, please provide the following information:

1) Organization name, address, email address, website address, telephone number, DUNS number and size and type of ownership for the organization; and

2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

The government will evaluate market information to ascertain potential market capacity to:

1) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated;

2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements;

3) Implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and

4) Provide services under a performance-based service acquisition contract.

This requirement will be procured through full and open competition, and a single award may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by COB June 16, 2021 at 5:00 PM-PST. The General Services Administration (GSA) Public Building Services (PBS), Region 9 is seeking a vendor to deliver a Project Management Certificate Program for a cohort of 25 GSA participants. The PM Certificate Program curriculum shall align with the Project Management Body of Knowledge (PMBOK), developed by the Project Management Institute (PMI). The PM Certificate Program GSA is seeking to procure is a 7 course program consisting of live, online format synchronous courses. GSA is seeking a PM Certificate Program that provides a PM Certificate from an accredited university. GSA is also seeking that all program courses be delivered within two years.

2. Course Requirements/Objectives

These courses will provide GSA PM employees with the knowledge and tools necessary to plan, execute, and complete small to complex design and construction projects customized to GSA. The courses should consist of lecture, discussion, and class exercises to teach the course materials. GSA is seeking one PM Bootcamp course to be be provided with this RFP as the base and the remaining 6 PM Certificate Program courses as Options 1-6, subject to the availability of funds:

· Base: PM Bootcamp Course – This course will be 4 days in duration. The curriculum will cover the basics of putting together a well-defined, planned, and executed project.

The course will teach students how to define, plan and execute a project whether the goal is simple or complex; gain the tools and knowledge for delivering projects on time and on budget, while meeting performance specifications; explore the basic components of project management and the project life cycle. The course will also help students determine the correct project through strategic portfolio analysis; create a successful charter; assemble and manage a team; analyze and control risk; monitor project milestones; and close out the project.

The course will be aligned with the Project Management Body of Knowledge, 6th edition and will provide 36 education hours.

Options 1-6 will be the remaining 6 PM Certificate Program Courses (subject to availability of funds). The 6 courses will be 36 education hours each:

· Option 1: Project Planning and Scheduling The Project Planning and Scheduling course will take a deep dive into planning and scheduling principles. Participants will acquire knowledge and techniques necessary to initiate, plan, estimate, and schedule your next project successfully. Participants will work within project teams to experience the planning process while generating associated planning documents. Other topics include project software, team contracts and interpersonal skills.

· Option 2: Project Cost and Risk Management The Project Cost and Risk Management course will cover the financial strategies and cost management best practices for successful projects with an emphasis on estimating, budgeting, and cost control. Topics will include the role of cost management in project initiation, project cost management planning, project budget development, project cost control, and project financing.

· Option 3: Leading and Managing Change The Leading and Managing Change course will offer skill-building in areas such as: analyzing change factors and change readiness; building strategic partnerships; increasing receptivity for change; thinking critically about change drivers; evaluating stakeholder dynamics; communicating effectively; and balancing assessment, planning, and action. The particular challenges associated with leading dynamic cycles of change will be addressed.

· Option 4: Work Team Concepts and Skills The Work Team Concepts and Skills course will allow participants to learn how to develop effective teams in the context of project management and how to implement communication and conversation strategies that help your team meet its project goals. Participants will discover key factors that distinguish teams and shape team excellence, particularly communication and conversational dynamics. Participants will explore common team-related issues including: team charter and team contracts, trust, culture, and conflict resolution. You will also have the opportunity to practice diagnosing and dealing with a variety of group dynamics through a team project.

· Option 5: Elective Course - GSA will select 1 of 6 electives below

3. Proposal Requirements

a. Pricing must be submitted for the entire PM Certificate Program for 25 GSA participants.

b. Price must include both electronic and hard copies of all course materials.

c. Price MUST include all course delivery for a live online format synchronous course, instructor’s fees, course platform costs, and course materials.

d. Vendor must verify the number of Continuous Learning Points (CLPs) (1 hour per CLP) for crediting.

e. Provide instructor(s) name and resume including level and experience.

f. No additional preparation costs may be added.

g. Quote for training is final and inclusive of all expenses.

h. Vendor to provide a delivery schedule of the overall program to be completed within 2 years (sample course schedule: 3hr per week for 9 weeks).

i. Courses shall be customized to GSA content.

4. Deliverables

a. Provide all course participant materials (to include electronic materials, if required) minimum of 10 business days prior to course start date.

b. Provide individual course completion certificates to GSA POC within 10 business days after training is completed. Certificates shall include Vendor Name, Participant Name, Course Title, Date(s) of Instruction, Training Hours/Continuous Learning Points awarded.

c. Provide course and instructor evaluation to include summary evaluation report to GSA POC within 10 business days after training is completed.

5. General Information

a. Prior to the Course of Instruction:

· Additional equipment needs and/or classroom configuration must be communicated to the GSA POC at least a minimum of 10 business days prior to course start date by Vendor or Instructor.

· Requirement for participants to utilize their personal computers must be communicated to GSA POC a minimum of 10 business days prior to course start date by Vendor or Instructor.

b. During the Course of Instruction:

· Instructor must provide his/her own computer with an HDMI port (if the instructor utilizes a computer for course instruction).

· Instructor shall take attendance daily using provided attendance roster.

c. After the Course of Instruction:

· Vendor shall send via email a scanned copy of the invoice to GSA POC within 5 business days of course completion.

· Vendor will submit invoice to the Payments Branch in accordance with contract instructions within 5 business days.

· Vendor must provide a return shipping label and billing account information for all unused materials, if return is required.

· Vendor shall email course completion Certificates of Completion for all students who have successfully completed the class within 15 days of course instruction and notify POCs confirming completion of this deliverable. Certificates of Completion shall contain at a minimum: Course title, Course date(s), number of CLPs awarded for the class, and authorized signature.

· Provide course and instructor evaluation to include summary evaluation report to GSA POC within 10 business days after training is completed.

6. Period of Performance: Base course must be delivered by October to December 2021. The remaining six courses must be delivered by June 2023.
