SOURCES SOUGHT SYNOPSIS NOTICE

SOLICITATION NUMBER: W9124J-23-R-DPLY

This Is A Sources Sought Synopsis Notice ONLY

1. This Sources Sought Synopsis (SSS) is in regards for the procurement of G-9 Display Panel installation for the Office of the Deputy Chief of Staff G-9, Washington DC. The ODCS/G-9 has a requirement to design, fabricate, and install a three (3) section (two full walls , one wall ) with a monitor display panel telling the Installation Enterprise story outside the main entrance to the G-9 Front office (3E484) of the Pentagon. The purpose of the ODCS/G-9 E-Ring display is to promote the US Army Installation Enterprise and Army Installations allowing you to Be All You Can Be throughout your entire Army journey with graphics from each Directorate mission focus. The display will promote the DCS,G-9 Mission.

2. The information received will be used within the Mission and Installation Contracting Command - Fort Sam Houston Contracting Center (MICC-FSH) for market research in accordance with Federal Acquisition Regulation (FAR) Part 10 – Market Research, and will not be disclosed outside of the organization.

3. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this source sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement.

4. HQDA Deputy Chief of Staff, G-9 (DCS, G-9) is responsible for managing the Army's mission and values. The purpose of the Pentagon G-9 Interior Wall Design is to meet an appropriated mission requirement to inform Pentagon building passers-by of the key products, services, and mission interests of the ODCS/G-9. As a relatively new organization, it is critical that the display be updated with new information so that G-9 personnel and visitors have the most current background information on the ODCS/G-9 as they approach the main office suite.

EXISTING CONTRACT

1. There are no active current contracts for this action. However there are similar requirements in other main offices throughout the Pentagon Building that have been support by actions of this nature.

2. In order to determine if sources capable of satisfying the agency need exists, the Government will consider all ONLY 8a vendors SSS responses received. Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions that may limit small businesses from participation.

BACKGROUND

1. This display will include static graphical and photographical displays. These are visual narratives that will tell the “US Army Installation Enterprise and Soldier and Family story.” The displays will seek to be educational, attention getting and well executed to fulfill the concept. State-of-the-art display elements with graphical capabilities will:

a. Illustrate the history and heritage of the US Army Installations

b. Show why and how the US Army Installations are relevant to our nation Present the US Army Installation Enterprise “today” and in the “future” Answer questions such as:

· What does the G-9 “do” and “where” do we do it?

· Who are our Soldiers?

· Who are our Families?

· Why is the G-9 a unique staff element?

· What are the specialized capabilities of the G-9?

· How do we “connect” with our local communities and businesses?

· What are our support capabilities for the Operational Force?

· Value: What has been the US Army Installation Enterprise value in the past; how do we

The anticipated North American Industry Classification System (NAICS) code is: 541850 – Indoor and Outdoor Display Advertising Office Furniture (except Wood) with a Small Business Size Standard of $16.5 million. The anticipated Product Service Code (PSC) is 9905 – Signs, Advertising Display, And Identification Plates.

3. If your company believes a different NAICS code would fit this requirement, suggestions can be sent to the Contract Specialist. The information received from this SSS will be used by the Government as a preliminary planning tool for the purposes of obtaining information regarding the availability and capability of qualified businesses under the NAICS Code 541850 – Indoor and Outdoor Display Advertising Office Furniture (except Wood). The anticipated period of performance is one (1) 12-month base year following the time of award.

SUBMITTAL INFORMATION

1. Interested Offerors having the required specialized capabilities / qualifications to support some or all of the work identified in the PWS are asked to answer the following questions and submit a capability statement. Capability statements shall contain the following information:

3. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.

4. Information to help determine if the requirement (item or service) is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.

5. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solutions. Also contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@army.mil or 210-466-3015, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Notice.

6. Information in sufficient detail regarding previous experience on similar requirements to include contract number, organization supported, indication of whether as a prime contractor or subcontractor, contract value, point of contact with current phone number. Briefly identify how the referenced contract relates to the services described for this requirement. If applicable, identify any unique characteristics or alternative solutions to the performance of work.

7. Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business concerns. Recommendations to improve the Army's approach/specifications to acquiring the identified items.

YOUR RESPONSE TO THE SYNOPSIS

1. The Government will not review general capability statements, please ensure submissions are tailored to this requirement and information requested in the attached performance work statement. The Government requests Capabilities Statements be submitted electronically in PDF or MS Word format. Offeror's responses shall not exceed ten (10) pages single-sided - standard 8 ½ X 11 pages using not less than 10-pitch font -- and shall describe the offerors technical expertise in sufficient detail to make an informed determination of the offerors ability to successfully perform the services described in the attached PWS.

4. This SSS is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.
