The contractor must also handle proper disposal of removed equipment and provide their own lifting equipment. Interested vendors must be registered in SAM.gov and should provide company information, business classification status (Small Business, SDVOSB, VOSB, Small Business Manufacturer, or Large Business), proof of manufacturer authorization if not the original manufacturer, product specifications meeting brand name or equal requirements, country of origin, and a courtesy quote for price reasonableness evaluation. The Contracting Officer's Technical Representative is Franklin Maurer (Franklin.Maurer@va.gov, 253-582-3667). Respondents will not be notified of evaluation results, and this notice does not constitute a commitment to award a contract. Any formal solicitation will be posted on SAM.gov or GSA eBuy.

The loading dock levelers are over 30 years old and have irreparable issues. The shafts, hydraulic motors, pins, and catches are simply worn out from age and constant use. As each is broken, the warehouse employees are forced to use dangerous work-arounds or labor intensive and inconvenient unloading/loading methods.

4. Scope.

The design and build of the building make for a straightforward unbolting, electrical disconnect, and removal of the old units. The new units can then be slid into place, bolted down, and electrically connected. New control panels need to be installed and function tested. Work only needs to be done on the 4 dock levelers in building 143 of the American Lake VA campus.

5. Specific Tasks.

· Source and obtain approval from the contracting officer of the dock levelers to be used.

5.1 Task 1 - Enterprise Management Controls

Deliverables:

Make and model will be provided to the contracting officer for approval prior to purchase along with any building modifications proposed for their installation.

6. Performance Monitoring Daily updates will be provided to the contracting officer representative (COR) on the status of the removal and installation. The Cor will be informed of and present for the testing of the new units.

7. Security Requirements The contractors will not be allowed access to the building without the warehouse personnel present to limit access to building equipment / hospital supplies. No facility computer or network access will be permitted.

8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).

No government-furnished equipment or information will be provided. Contractor will supply their own lifting equipment.

9. Other Pertinent Information or Special Considerations.

a. Identification of Possible Follow-on Work.

Though unlikely, possible foundation damage might be identified; requiring concrete repair.

Electrical power system in this building is quite old and system or capacity upgrade might be needed. Alternatively, power supply might need to be moved to a newer panel in the adjoining room.

e. Inspection and Acceptance Criteria.

The COR will perform the final inspection.

· Installation area will be clean

· wiring be neat and orderly

· Panel will have proper warnings and operation instructions.

· Breaker and panel number will be labeled on or near control panel for each dock leveler.
