The Defense Information Systems Agency (DISA) is seeking sources for Defense Information Systems Agency Pacific (DISA PAC) Headquarters

INTRODUCTION:

This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small businesses and large businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran- Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services.

DISA PAC is seeking information for potential sources for two auditorium dividers and associated installation. Firm fixed price. Auditorium divider must be soundproof Dimensions: 42’ 4” wide x 30’ 5” high. The accordion wall must be able to collapse to one side of the room and have a standard size door that swings open to allow access to both sides of the room in panel. The required STC rating is 52.

The second divider must collapse with a middle opening.

Dimensions: approximately 22’ 1” wide by 7’ 3 ½” high.

Anticipated time frame is 6mos after award Place of Performance: Bldg 77, Ford Island, JBPHH, HI

CONTRACT/PROGRAM BACKGROUND:

REQUIRED CAPABILITIES:

1) Replacement of existing partitions in DISA PAC’s Auditorium, Room 155, in Building 77 at 477 Essex Street on Ford Island, JBPHH, Hawaii 96860 to include:

Purchase and install two (2) new soundproof accordion walls/partitions (on sliding ceiling tracks).

Provide commercially available, standard 2-year manufacturer’s warranty on the partitions Provide 1-year warranty on incidental installation services Remove and ensure proper disposal of existing divider(s) Clean-up of site

2) Removal. Provide all planning, necessary tools, equipment, labor, and required materials to remove the existing divider set to include the locking mechanisms, ensuring not to damage the integrity of the existing wall structure on the interior or exterior of the facility.

3) Procure and Install New Dividers.

Provide all planning, necessary tools, equipment, labor, and required materials to procure and install two (2) new soundproof auditorium divider(s).

Both divider(s) must be soundproof, on sliding ceiling tracks, and include door opening with locking function.

Attached diagram show the Auditorium divided into sections A and B.

The main divider divides the room in half just above the number “153” on the diagram. Dimensions: 42’ 4” wide x 30’ 5” high. The accordion wall must be able to collapse to one side of the room and have a standard size door that swings open to allow access to both sides of the room in panel. STC Rating of 52.

The second new divider is located behind the TV screens in the room (not pictured, but would be just above the number “155A” on the attached diagram) with a middle opening. Dimensions: The middle opening is approximately 22’ 1” wide by 7’ 3 ½” high.

The contractor shall be responsible for loading and transporting all debris generated from the installation of the new dividers to/from DISA PAC.

The contractor shall be responsible for disposing of the divider(s) and incidental hardware in any way they see fit in accordance with the local laws and regulations

Perform function test to ensure all clearances and gaps are in a reasonable tolerances and doors open, close, latch, and lock without excessive force.

4) Warranties.

The contractor shall provide commercially available, standard 2-year manufacturer’s warranty on the partitions.

The contractor shall provide a 1-year warranty on incidental installation services.

The contractor shall provide contact service information and warranty forms.

5) General Requirements.

The following general requirements apply to all tasks:

All work must be accomplished during normal business hours/working duty days:

7:30am – 4:30pm HST, Mon-Fri The Government will not provide any equipment, fuel, personnel, utilities, or facilities to the contractor for the execution of the contract.

SPECIAL REQUIREMENTS

All personnel performing on or supporting a DISA contract in any way shall be U.S.

citizens. The work to be performed under this contract does not require contractor personnel to possess security clearances.

SOURCES SOUGHT:

The North American Industry Classification System Code (NAICS) for this requirement is 337215 (https://www.naics.com/search/), with the corresponding size standard of 500 Employees (https://www.sba.gov/document/support--table-size-standards).

To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering. Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.

Responses must demonstrate the company’s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).

2) Name of company representative and their business title;

5) Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include General Service Administration (GSA): Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle that allows for decentralized ordering. (This information is for market research only and does not preclude your company from responding to this notice.)

Vendors who wish to respond to this should send responses via email NLT July 28th 2021 (Wednesday) 2:00 PM Hawaii Standard Time (HST) to melba.b.medley.civ@mail.mil.

Interested businesses should submit a brief capabilities statement package addressing the specific questions (no more than five pages) and demonstrating ability to perform the services listed under Required Capabilities.

Proprietary information and trade secrets, if any, must be clearly marked on all materials.

All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.

All government and contractor personnel reviewing submitted responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC

423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
