Vendors are also asked to provide information on contract vehicles, subcontracting possibilities, and technical and administrative points of contact. The SSN does not constitute a Request for Quotation (RFQ) or a promise to issue an RFQ in the future, and the IRS is not seeking quotations at this time.

This is a Source Sought Notice (SSN) for market research purposes only. This SSN is issued solely for information and planning purposes—it does not constitute a Request for

Quotation (RFQ) or a promise to issue a RFQ in the future. This SSN does not commit the

IRS to contract for any supply or service whatsoever. Further, the agency is not at this time seeking quotations and will not accept unsolicited quotations. This SSN is being published to identify potential sources capable of provide support services for the

Digitization/Pega Platform Transition.

Responders are advised that the agency will not pay for any information or administrative costs incurred in response to this SSN; all costs associated with responding to this SSN will be solely at the interested party’s expense. Not responding to this SSN does not preclude participation in a future RFQ, if any is issued. It is the responsibility of the potential offerors to monitor the agency sources for additional information.

Background:

The Enterprise File Storage (EFS) system enables the transition from paper-based processing of faxed inventory with a paperless electronic workflow system and secure digital repository and customized reporting. Users will retrieve and process documents electronically, eliminating printing, storage, and disposal costs. This project will provide support services to paperless workflows for the processing of over 60 million pages of critical taxpayer service inventory and provide the stable and flexible technical foundation for additional printed paper inventories to be added to the expanded platform being built under this project.

Objective:

The objective is to provide program support services for the ongoing development, support, test, enhancements, and upgrades to the portfolio of programs impacted by the new technology. There is a need to maintain the continuity of operations which require a high level of the required skills sets, Internal Revenue Service (IRS) clearances, access to environments and other support operations that are available upon contract award.

Program support services will include the development of four (4) EFS Pega electronic workflows for:

• Centralized Authorization File (CAF)

• US Department of Agriculture Relief Program (USDA)

• Employee Identification Number (EIN)

• Return Integrity & Verification Operations – Taxpayer Protection Program (RIVO TPP)

No decision has yet been made regarding the acquisition strategy or the small business strategy for this requirement. The purpose of this SSN is to identify interested vendors with the capabilities to meet the Government requirements at a fair market price.

Due date for responses are no later than 5 business days after Sources Sought Notice release date.

Submission Instructions

The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541519, Other Computer Related Services. The Government requests that all interested parties submit the information outlined below.

1. Contractor Name

2. Address

3. Point of Contact (POC)

4. POC phone number and e-mail address

5. UEI ID number

6. Business status (i.e., large/small business, disadvantaged, Hub Zone, woman-owned, etc.)

7. Brief description of the company's business size (i.e., annual gross revenue for the prior three (3) years)

8. Schedules or contract vehicles available for you to compete for these services (including contract numbers)

9. Anticipated teaming or subcontracting arrangements (delineate between work accomplished by prime and work accomplished by teaming partners)

10. Responses to SSN questions below.

11. Page limit and formatting requirements: The company's standard format is acceptable;

however, the limit for all responses shall be ten (10), 11 font size, 8 ½ x 11-inch pages.

Requested Information:

Responses to this Notice should include the following:

A. Capability statements that address corporate expertise and qualifications in support of

Digitization/Pega Platform Transition:

i. Have you provided Pega implementation and management services to any government or commercial entity? If so, please provide the agency/company name, contract number, customer name/contact information, contract value, a description of the work provided and if your company performed as a prime or subcontractor.

ii. Do you have relevant and current experience with any federal agency as it relates to the elicitation and capture of business requirements using the extreme Agile process within Pega Agile Studio?

iii. Do you have experience in rapid development and implementation of process workflows with any federal agency using the Pega Development Studio?

iv. Do you have experience in implementing low code or no code solution with

Process Artificial Intelligence (AI) integration with Pega platform? Have you implemented process AI enabled Pega workflows?

v. Please list the number of Pega developers broken out by their Pega certification level who have an active security clearance.

vi. Have you deployed and maintained high volume Pega workflows in a cloud environment? Did you migrate workflows into mixed cloud environments? Did you customize workflows with re-factoring adopting to the container technology.

vii. Are you a Pega Partner? Do you have any visibility into Pega partner network?

viii. Can you start development without any ramp-up time to include any staffing, clearances, equipment, and access provision? If not, how much time would you need?

ix. Do you have experience with Performance Testing, User Acceptance Testing and

508 Compliance of Pega workflows.

x. Do you have the relevant skills and experience for the full spectrum of user training development, delivery, and support of the user base during testing and delivery?

B. Identify contract vehicles, including Government Wide Acquisition Contracts and IRS buying vehicles that would support this possible requirement.

i. Identify any GWAC contract(s) your company is a prime contractor that has the scope aligned with description in Section A.

ii. Subcontracting possibilities, specifically for small businesses.

iii. Identify Government Furnished Information needed on the current IRS enterprise service management systems in production.

C. Respondent’s UEI number, CAGE code, organization name, address, point of contact, type of business (large or small) and socio-economic status (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code.

D. Respondent’s technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
