REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT

Solar-Powered Enclosure Systems for Seismic Monitoring Stations

All information submitted in response to this announcement is voluntary. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing or submitting information provided to the Government. Materials submitted to the Government for review will not be returned.

This RFI is issued under the Federal Acquisition Regulation (FAR) for market research purposes only and does not constitute a solicitation for proposals or quotes.

Purpose

The USGS is conducting market research to identify qualified vendors capable of designing, manufacturing, and delivering solar-powered enclosure systems for autonomous seismic monitoring stations. This notice is issued for information and planning purposes only under FAR Part 10. Responses will help determine whether this requirement can be competed and, if so, under what acquisition strategy.

This is not a solicitation and does not constitute a commitment by the Government to award a contract. No reimbursement will be made for any costs incurred in providing information.

Responses should be concise, relevant, and directly address the qualifications and capabilities outlined in this notice. Submissions should avoid general marketing materials unrelated to the specific scope of work described. Responses that fail to address the technical requirements or do not adhere to specified guidelines will not be considered.

Background

The USGS operates the ShakeAlert® Earthquake Early Warning system, which requires remote seismic stations with autonomous power capability. The required solar-powered enclosures must meet strict mechanical, electrical, and environmental specifications to integrate seamlessly into the existing national seismic network.

Requirement Overview

• Compact Systems – Continuous load 12W, 5-day autonomy, ~380W solar array, storage for 2 Group 31 AGM batteries.

• VSAT Systems – Continuous load 60W, 2-day autonomy, ~800W solar array, storage for 4 Group 31 AGM batteries, pure sine wave inverter (120VAC at 45W constant / 250W peak).

All systems must be:

• Side-pole-mounted to a 3.5-inch O.D. vertical pole (no top-of-pole mounting).

• Powder-coated BLM “Carlsbad Canyon – PC02.”

• Operate at 24V nominal with Victron Cerbo GX (or equivalent) monitoring, GX Touch display, and Victron BatteryProtect low-voltage disconnects.

• Include DIN rails for seismic data acquisition equipment, RF lightning arrestors, pre-machined conduit openings at precise heights, and operate in 130°F ambient temperatures.

• Include specific solar array sizing and battery configurations per system type.

• Shipped bulk-packed to Pasadena, CA 91106.

Requested Vendor Information (limit 5 pages)

Interested vendors are invited to submit capability statements that address:

1. Experience designing and building fully integrated remote solar-powered enclosures for sensitive instrumentation (preferably seismic, geophysical, or environmental monitoring).

2. Technical approach to meeting all technical requirements, including mechanical fabrication, electrical integration, and environmental rating.

3. Facility capabilities for powder coating to BLM PC02, machining conduit openings to precise dimensions, and integrating Victron or equivalent monitoring systems.

4. Past performance on similar federal, state, or commercial projects.

5. Estimated production lead times from contract award to delivery.

6. Business information – company name, address, UEI number, SAM.gov registration status, business size (per NAICS 335122), and socioeconomic status (if applicable).
