The responses to this notice will be used for planning purposes for upcoming procurements. The Government is evaluating execution of these projects using a Design-Bid-Build (DBB) Other Transaction Agreement (OTA) authorized under 10 U.S.C. § 2808a. Therefore, this notice does not constitute a Request for Proposal (RFP), Quotation, or Bid; it does not guarantee the future issue of an RFQ/RFP/IFB; nor does it commit the government to contract for any supply or service.
Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the responding party's expense. BACKGROUND STATEMENT: This construction project is firm-fixed-price (FFP), design-bid-build (DBB) for the Sentinel Program's Consolidated Vehicle Maintenance Complex (CVMC), Security Forces Operations Complex (SFOC), and Athletic Complex at Minot Air Force Base (AFB), North Dakota (ND). These requirements are a component of the larger Sentinel Program, also known as the Ground Based Strategic Deterrent (GBSD). The Sentinel program encompasses the effort by the U.S. Air Force to modernize the nation's land-based nuclear deterrent by replacing the aging Minuteman III intercontinental ballistic missile (ICBM) system.
PROJECT DESCRIPTION:
SENTINEL CONSOLIDATED VEHICLE MAINTENANCE COMPLEX (CVMC), MINOT
AFB, ND.
This project provides for the construction of a fully integrated CVMC to house all vehicle maintenance and operations functions at a single location. The new facility, composed of two separate buildings, will be sized and equipped to resolve the existing capacity deficit and accommodate the expanding mission under the Sentinel program. The CVMC will provide the necessary maintenance bays, operational facilities, and administrative support offices to ensure the long-term success of the ground transportation mission. This facility is a foundational component for the Sentinel Program's deployment at Minot AFB and is critical to sustaining installation and mission readiness for decades to come.
The scope of the acquisition includes construction of two slab-on-grade buildings at Minot AFB, ND. The first is identified as the Vehicle Maintenance Facility, a primarily one-story facility with a second-floor mechanical mezzanine and an approximate square footage of 88,000 SF. The second is identified as the Vehicle Operations Facility, a single-story facility with an approximate square footage of 28,000 SF.
The new facilities will include: electrical; communications; water; sewer; heating, ventilation, and air conditioning (HVAC); site work and site paving; fencing; landscaping;
communications; and other utility expansions as required to serve a complete and usable facility. Spaces within the buildings include vehicular work bays supporting a variety of different vehicle types, supporting service rooms, parts spaces and distribution spaces, and administration office areas, including general circulation, mechanical/electrical/communications rooms and mezzanine storage.
Construction will also consist of utilities, demolition of an existing building (B425), substantial pavement for parking and circulation, and additional site improvements.
Phasing of building construction and building demolition will be required.
The magnitude of this project is expected to range between $100,000,000.00 and $250,000,000.00.
The assigned North American Industry Classification System Code is 236220, Commercial and Institutional Building Construction.
Small Business Size Standard: $45,000,000.00
Project Period of Performance: 1,440 calendar days from construction Notice to Proceed (NTP).
SENTINEL SECURITY FORCES OPERATIONS COMPLEX (SFOC), MINOT AFB, ND.
Construction will consist of a new consolidated Security Forces Operations Complex with associated site work, infrastructure, and systems at Minot AFB, ND. The facility will have an approximate square footage of 130,000 SF.
The new facilities will include electrical; communications; water; sewer; heating, ventilation, and air conditioning (HVAC); site work and site paving; landscaping;
communications; and other utility expansions as required to serve a complete and usable facility. Optional CLINs will include a deployment bay attached to the primary facility. The facility will include all primary functional spaces necessary for the operations of the facility including warehouse/storage spaces, armory/cleaning room, vehicle deployment bay (option), secure briefing room, classrooms, simulator training rooms, unit learning centers, and all associated administration spaces. Construction will also consist of utilities, demolition of an existing building (B587), pavement, and additional site improvements.
The magnitude of this project is expected to range between $100,000,000.00 and $250,000,000.00.
The assigned North American Industry Classification System Code is 236220, Commercial and Institutional Building Construction.
Small Business Size Standard: $45,000,000.00
Project Period of Performance: 920 calendar days from construction Notice to
CONSTRUCTION OF THE ATHLETIC COMPLEX, MINOT AFB, ND.
Construction will consist of a new consolidated Athletic Complex with associated site work, infrastructure, and systems at Minot AFB, ND. No vertical construction (buildings or facilities) is included in this project.
This Athletic Complex project is located on a site separate from SFOC and CVMC, approximately 0.75 miles southeast of the SFOC site and 0.5 miles northeast of the CVMC site. Initially, the Athletic Complex was a component of the SFOC project, but it was flagged as an item likely requiring a separate contract for construction and separate design documents.
The complex will include two (2) softball fields and one (1) multi-sports (soccer) field, dugouts, sidewalks, concrete pads, fencing, ballfield lighting, an electronic scoreboard, electrical utility connections, and grading and seeding.
Construction will not include any demolition work.
The magnitude of the Athletic Complex is expected to range between $2,000,000.00 and $5,000,000.00.
The assigned North American Industry Classification System Code is 237990, Other
Heavy and Civil Engineering Construction.
Small Business Size Standard: $45,000,000.00
Project Period of Performance: 550 calendar days from construction Notice to
All secure areas will be constructed to DoD standards and applicable criteria. Utilities and communications include standard domestic and fire protection water, electrical, and sanitary sewer, and communications systems. Site preparation includes clearing, grubbing and fill, and unclassified excavation. Site improvements include earthwork landscaping and exterior lighting. Pavements include parking, pedestrian paving, fire access drives, and roadways. Site improvements include landscaping, fencing and storm drainage. Site demolition includes the demolition of existing pavements and abandoned utilities. This acquisition will require a generator and a privatized utility connection fee. The CVMC is to be designed as permanent construction IAW Department of Defense (DoD) Unified Facilities Criteria (UFC) 1-200-01, DoD Building Code.
This acquisition will comply with DoD Antiterrorism (AT) and Operations Security (OPSEC) requirements per UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings, and 4-010-06, Cybersecurity of Facility-Related Control Systems (FRCS).
The design shall conform to criteria established in the Air Force Corporate Facilities Standards (AFCFS) and Installation Facilities Standards (IFS) but will not employ a standard facility design because there is neither AF standard facility design for this acquisition, nor an applicable standard design from the Air Force Civil Engineer Center (AFCEC). A formal economic analysis waiver is in progress and will be completed before approval of the President’s Budget. Sustainable principles, to include life-cycle cost-effective practices, will be integrated into the design, development, and construction of the project IAW UFC 1-200-02, High Performance and Sustainable Building Requirements. This includes the preparation of a life-cycle cost analysis (LCCA) for energy consuming systems, renewable energy generating systems, or when life cycle cost effective (LCCE) is selected as the reason any requirement of UFC 1- 200-02 is partially compliant or not applicable.
