This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation.
The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate.

A. Objective:
To find sources that are qualified to meet the supplies/services as listed in section 11 B. Note that the specific requirements in section B are subject to change prior to the release of any solicitation.
B. Salient Characteristics The Contractor shall provide One (1) Benchtop Dynamic Light Scattering instrument that meets the following minimum requirements:
· Capable of determining particle sizes in the range of 0.3 nanometer to 1 0 micrometer. Provides autocorrelation function and displays particle size, standard deviation, mean and mode as well as polydispersity index, refractive index and particle distribution graph. Able to conduct particle size measurement using back-scatter dynamic light scattering.
· Able to conduct zeta potential measurements in the range of -200 mV to +200 mV.
· Able to perform Multi-angle Dynamic Light Scattering measurements. Particle size measurements are not restricted to a single measurement angle (instrument capable of utilizing more than a single angle when making a particle size measurement).
· Able to conduct measurements on inorganic, organic, and biological particles & proteins.
· Capable of performing particle concentration analysis.
· Able to conduct Particle Size measurements on fluorescent particle samples.
· Accompanying software that provides data analysis and output for particle size, zeta potential, molecular weight.
· Software able to conduct automated temperature ramping/cooling measurements.
· Adjustable cell holder temperature between 1o Celsius and 90o Celsius.
· Capable of conducting Molecular weight analysis in the range of 1000 to 20,000 Daltons based on measurements.
· Provide computer and software for operating the particle analyzer and providing data analysis & read-outs.
C. Responses:
All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include:
(I) To what extent each of the specifications can be met.
(II) Include the following in your response:
a. Your type of business (i.e. commercial, academia)
b. If you are an original equipment manufacturer (OEM) of the required items.
c. If you are an authorized reseller of applicable OEM supplies required to meet the proposed Government requirement.
d. Applicable General Services Administration (GSA) Schedule #s held by your firm that can fully meet the proposed Government requirement
e. Informal quote and/or dollar value estimate for proposed Government requirement
f. Whether your organization is classified as a large or small business based on the 1,000 Employees standard that accompanies NAICS code 334516 - Analytical Laboratory Instrument Manufacturing.
i. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.].
(III) Past experience/performance through the description of completed projects.
