PRE-SOLICITATION NOTICE

SOURCES SOUGHT

CUNNINGHAM TUNNEL INVERT LINING REPAIR

The United States Bureau of Reclamation (Reclamation), Missouri Basin Region is conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10 to identify certified Small Business firms who would be interested and have the ability to serve as the prime contractor on the Cunningham Tunnel Invert Lining Repair project.

This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB) and DOES NOT serve to bind the U.S.

Government in any way. Interested parties shall not be reimbursed for any costs associated with preparation of their responses.

PROJECT DESCRIPTION

The work associated with the Cunningham Tunnel Invert Lining Repair project will take place approximately 26 miles east of Basalt, Colorado in Pitkin County. Cunningham tunnel is part of a water system that transports water from the west side of the continental divide to the east side and is situated near 10,000 feet above sea level on the west slope of the Rocky Mountains near the Continental Divide. Access to the tunnel portals is by means of unpaved Forest Service roads, which are typically available for use between June 15 and October 15 but varies yearly due to snowpack conditions. The tunnel will be made available to begin work on July 29, 2024. Repair work will be conducted at many locations within the 7’-6” to 13’-0” diameter, 15,082-foot-long tunnel and includes repairing scoured sections of the tunnel invert with new concrete or other type of new cementitious material. Concrete and natural rock saw cutting, aggregate fill supply and transportation, and installation of grouted anchor bars may be required depending on the Price Schedule chosen by the Offeror.

The principal components of the work are as follows:

• Mobilization and Preparation

• Concrete Tests (temperature, slump and compressive strength)

• Concrete Reinforcement (approximately 6160 lbs.)

• Drilling Holes for Anchor Bars and Cement Grouting Bars in Place (approximately 162 linear feet)

• Placing Concrete (approximately 75 cubic yards)

• Post-Installed Concrete Anchors (approximately 10 each)

• Saw Cutting Existing Rock, Shotcrete and Concrete (approximately 888 linear feet)

• Remove Rock, Shotcrete and Concrete (approximately 222 cubic feet)

• Backfill with Aggregate (approximately 257 cubic yards)

• Removal of Water

PROCUREMENT INFORMATION

The North American Industry Classification System (NAICS) for the project is 237990, Other Heavy and Civil Engineering Construction with a Small Business Size Standard of $45M. In accordance with FAR 36.204(f), the anticipated magnitude of this project is between $1,000,000 and $5,000,000. To be considered, the prime small business contractor must perform at least 15 percent of the cost (not including the cost of materials) with its own employees as required by FAR 19.505(b)(1)(iii).

The Government will use the information received from this notice to determine the potential for issuing a future solicitation for this project as a total small business set-aside, and to provide input for the Government’s overall procurement strategy. If there is insufficient interest from certified small businesses, this project may be solicited as a full and open competition to all businesses, regardless of business size. There is no solicitation currently available.

SUBMISSION INSTRUCTIONS

The Government will only consider responses from firms who are categorized as a “small business” under the aforementioned NAICS and can serve as the prime contractor on the project. All firms must be registered in the System for Award Management (www.sam.gov). Firms who meet the criteria, please submit the following:

1. Business name, physical/mailing address, phone number, point of contact, email and website if applicable;

2. SAM Unique Entity Identifier (UEI) number;

3. A list (maximum of five) of similar construction projects completed within the last five years. Each project shall include contract number, contract title, project location, brief description, customer point of contact/reference, contract value at award, contract value at completion, period of performance at contract award, period of performance at contract completion, and percentage of work that was self-performed;

4. Current bonding capability including single and aggregate performance and payment bond limits;

5. Any Small Business Classifications (socio-economic categories including, but not limited to 8a Small

Disadvantaged Business, HUBzone Small Business, Service-Disabled Veteran Owned Small Business, Women Owned Small Business, Indian Small Business Economic Enterprise, etc.);

6. Firm’s capability statement, not to exceed 1-page (12 pt. font, times new roman, 1” margins);

7. If significant subcontracting or teaming is anticipated to meet the technical requirements, firms must address the administrative and management structure of such arrangements, to include compliance with FAR 19.505(b)(1)(iii) Limitations on Subcontracting as specified above.
