SOURCES SOUGHT: FA4626-25-Diesel Engine Replacement
Notice Type: Sources Sought
1. Notice: This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only
1.1. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-aside. The NAICS is 333618 “Other Engine Equipment Manufacturing” with a small business size standard of 1,500 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include
8(a), Service-Disabled Veteran-Owned, HUBZone, and Women owned small business concerns. The
Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
1.2. Below is a document containing a description of services requirement and a Contractor Capability
Survey, which allows you to provide your company’s capability.
1.3. If the Government decides to conduct procurement as a result of the market research, a separate pre-solicitation synopsis of that procurement will be posted to SAM.GOV. Interested companies are requested to submit a summary outline of their qualifications to conduct integrated water sediment removal services at Malmstrom AFB. References to vendor web pages will not be accepted.
1.4. Please note we cannot return your submissions to you.
1.5. Small businesses are encouraged to participate in this Market Research.
2. This request for Sources Sought is for planning purposes only and shall not be considered an invitation for bid, request for quotation, request for proposal, or obligation on the part of the
Government to acquire any products or material. No contract award will be made as a result of this sources sought synopsis. This information is provided to the government at no cost.
REQUIREMENTS DESCRIPTION
1. Description of Services
1.1. Provide assets as outlined. Here to the purchaser is known as the 341st Missile Wing (US
Government) and the contractor providing service is known as the seller.
2. PROVIDE 1 EACH REMANUFACTURED OR BETTER (RUNNING) 8.9 LITER CUMMINS
TURBO DIESEL ENGINE. (ENGINE MODEL # L9 350) FOR A 2018 FREIGHTLINER MODEL
FL112 (VIN-1FVHG3FE8JHJM7600)
2.1. AT A MINIMUM: ENGINE MUST HAVE NEW OR REMANUFACTURED CYLINDER
BLOCK, HEADS, CAMSHAFT ALSO NEW MAIN/ROD BEARINGS, PISTONS/RINGS, PISTON
COOLING TUBES, TIMING COMPONENTS, CAM BEARINGS, LIFTERS, BLOCK HEATER, OIL
PUMP ASSEMBLY, FRONT AND REAR SEALS AND NEW FUEL LIFT PUMP. TURBO
ASSEMBLY AND FUEL INJECTION PUMP MAY BE A REMANUFACTURED PRODUCT
MEETING OEM STANDARDS AND SPECS OR BETTER. ENGINES MUST BE DYNO TESTED
AND HAVE A LIVE-RUN UNDER LOADS SIMULATING IN-THE-VEHICLE OPERATIONS. ALL
NEW MANUFACTURED PARTS AND REMANUFACTURED PARTS MUST BE FROM A
QUALIFIED DOMESTIC SOURCE.
3. PROVIDE A TWO YEAR / UNLIMITED MILAGE WARRANTY
4. Shipping and handling to destination and core return freight costs, if any, are to be included in the total purchase price.
5. Engines must be shipped in reusable containers facilitating core returns.
6. Core charge to be listed with the quote and included in the total of the quote.
7. Prior to acceptance, the product will be inspected by a representative from 341 Missile Wing
Logistics Readiness Squadron Vehicle Maintenance.
