The Government is seeking qualified, experienced sources capable of performing the requirements stated herein. Interested Contractors shall demonstrate recent, specialized experience and technical competence, including consultants in: (1) Comprehensive Crude Oil Assay and Inspection analysis and other critical laboratory support pertaining to the chemical and physical properties of crude oil, sludge, Hydrogen Sulfide and Brine. (2) Proficiency in SPR required analytical ASTM and UOP methods for crude oil assay and inspection as described in Table 1. (3) Crude Oil Assay Management Software Systems (equivalent to Haverly H/CAMS or Spiral) and its use in assay development, yield predictions, properties of distillation cuts and data analysis on individual and blended crude oils. (4) Create and maintain a digital database for assay and other analysis (5) Special laboratory and/or analytical support to insure the understanding of quality changes and stability of SPR crude oil under cavern storage conditions. (6) Other critical objectives, as it relates to the unique conditions of cavern oil storage, include (a) evaluating the compatibility of newly acquired crude oil with the current cavern inventory and characterizing the properties of the resultant blend to determine any affect it could have on long-term storage and (b) provide detailed laboratory analysis to support the understanding of quality changes and stability of SPR crude oil under cavern storage conditions. (7) Ability to assign an adequate number of qualified key personnel from its own organization and keep them assigned to this project, including a competent supervising representative, along with the availability of additional competent employees, for support of the project taking into consideration the depth and size of the organization and the volume of workloads.
SPR comprehensive assay and inspection analysis is typically performed 5 times per year. An Inspection Analysis will consist of an estimated 10 sample points at different cavern depths and each sample point will require specific tests as indicated in Table 1. Assay analysis consists of whole crude and fraction evaluations as described in Table 2 and Table 3. Interested Service Provider must demonstrate experience and technical competence by providing specific examples of projects that have been completed including contact references.
The Government is requesting that interested Contractors provide the following information:
(1) Company name, address, DUNS number/Unique Entity ID, point of contact, telephone number, and e-mail address.
(2) Size status, including servicing Small Business Administration District Office, if applicable.
(3) Provide no more three (3) references, for no more than three (3) of the most recent and relevant contracts performed within the last three (3) years. Include name, address, telephone number, and e-mail address of references. Also, provide a brief description of the work performed, whether the work was self-performed or subcontracted out, total contract value, and period of performance. Contracts must be same or similar to the work described in this announcement.
Responses to this request for information shall be sent to Jeremy Smith at: Jeremy.smith@spr.doe.gov. All questions must be submitted via e-mail. The due date and time for responses to this announcement is 11:00 am, 19 April 2022. Point of Contact is Jeremy Smith at telephone number (504) 275-4783. Responses should be limited to no more than 10 pages. Do not submit product literature or brochures.
