Conductive Floor

DESCRIPTION

Naval Surface Warfare Center Indian Head Division (NSWC IHD) Contracting Office Sources Sought Notice. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS SYNOPSIS IS NOT A REQUEST FOR QUOTE, PROPOSAL, OR INVITATION FOR BID. This notice is not a solicitation as defined by FAR 2.101, therefore it shall not be construed as a commitment by the Government to enter into a contract, nor does it restrict the Government to an acquisition approach. All information contained in this Sources Sought Notice is preliminary as well as subject to amendment and is in no way binding on the Government. Information submitted in response to this notice is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Government is requesting that restrictive or proprietary markings not be used in response to this notice. If a solicitation is released, it will be synopsized in SAM.GOV. It is the responsibility of the interested parties to monitor SAM.GOV for additional information pertaining to this Sources Sought Notice.

STATEMENT OF WORK

NSWC Indian Head, Maryland Stump Neck Annex, Indian Head, Maryland

NSWC IHD requires a modified epoxy glass reinforced conductive flooring with bonding in several buildings on base. The requirement includes replacement and repairs of the floors and new installations. Both the specifications of the flooring and the installation process require strict adherence to NSWC safety requirements and NAVSEA OP 5 standards.

Flooring system shall pass testing as specified in NAVSEA OP 5.

The system shall be a nominal 5/32 inch thick modified epoxy lining containing graded carbon filler and reinforced with one layer of glass mat.

Shall be chemical, conductive, and slip resistant.

Shall be black in color Shall meet the compressive strength: ASTM C 579; 11,000-13,000 Psi(Mpa) Shall meet the tensile strength: 2,000-2,500 Psi(Mpa) Shall meet coefficient of expansion: ASTM C 531 70F-210F; 12-15x10 ninus 5 In/In/Degree F Shall meet electrical resistance of conductive resilient flooring:F-150 under 1 million Ohms. All grounding connections must be corrosion resistant and are required to pass all testing.

Detailed Shop Drawings for the Grounding System are required.

Shall repair or remove existing flooring prior to installation Shall follow manufacturer preparation of installation area Flooring and installation shall meet the following ASTM International and NAVSEA OP 5 requirements:

Testing can occur per NAVSEA OP 5 specification after the floor has fully cured at least 48 hours after the final topcoat has been applied. Conductive floor resistance range shall min/max: 100k ohms to 1000kohms.

INSTALLER

Installer must have extensive experience with the installation and grounding of the conductive flooring to include a manufacturer letter showing installer certification. Previous post installation testing data may be required in the RFP.

GROUNDING OF CONDUCTIVE FLOORING

Due to the explosive nature of the work done in the building requiring conductive flooring the following grounding and bonding specifications shall be met:

The conductive matrix of the floor shall be connected to the new extension of copper static ground system of the building. Electrical contact with the flooring shall be a copper strap with copper wire which shall be embedded sufficiently so they will not be damaged.

After installation there must be no gaps or seams between the new and existing conductive floor.

Copper straps shall be 2 inch by 13 inch by .0215 inch minimum thickness and must be a minimum of 26 inches long underneath the Ceilcote. A #6 AWG solid copper wire shall be silver-brazed at the middle of one end of each strap for 6 inches, with the brazing continuous along each side of the 6 inch length of wire. Wire length shall be 42 inches, with 36 inches free length after brazing.

Straps shall be provided at 20 feet maximum spacing using 1 strap per wall on walls shorter than 20 feet. Place copper strips as evenly and symmetrically around the floor perimeter as possible.

Each copper strap shall be connected to the building static ground system with the 3 feet free length of #6 wire which has been brazed to the strap by means of an extension of #6 AWG solid copper wire. Conductive floor grounding to the building static ground system shall be to ground bus or to ground girdle stub-ups. Wire-to-wire connections shall be with split bolt connectors, and wire to ground bus connection shall be with conductor lugs bolted to the ground bus. Wire support shall be provided at 48 inches maximum spacing. Support shall consist of side entrance cable lugs or wire clamps, with anchoring method suitable for the wall surfaces.

INSTALLER

Installer must have extensive experience with the proven successful installation and grounding of the conductive flooring to include a manufacturer letter showing installer certification. Previous post- installation testing data may be required in the RFP.

The Anticipated Small Business Administration (SBA) size standard for the North American Industry Classification System (NAICS) code 238330 (Floor Contractors) is $19m and NAICS code 238110 (Poured Concrete Foundation and Structure Contractors) is $19m

Disclosure of Magnitude is between $5 million and $10 Million

Submission Package: Interested sources shall submit a brief capabilities statement package, no more than 6 pages, including attachments, which includes the following:

1. Contractor Information: Complete attached Sources Sought Questionnaire

2. Experience: Submit a minimum of two (2) and maximum of five (5) projects that demonstrate experience in relevant projects over the past three years. For each of the contracts/projects submitted for experience, please provide:

a. Title

b. Location

c. Whether you were a prime or subcontractor

d. Award and initial vs. final construction completion dates

e. Contract or subcontract value

f. Type of work, scope of work

g. Type of contract

h. Conductive flooring system used with manufacturer letter of installation certification

i. Conductive Flooring system specifications.

j. A narrative description of the work provided by your firm

k. Customer information including point of contact, phone number, and e-mail address.
