About this file

This is a Sources Sought Synopsis for the procurement of two (2) Diesel-Powered Cabin Pressure Testers (CPTs) specifically designed and certified for use on B-1 aircraft by the United States Air Force. The requirement is classified under NAICS Code 336413 with a size standard of 1,250 employees. The CPTs are intended for use by USAF personnel located at Tinker AFB, Oklahoma, and will replace existing, obsolete, and unreliable equipment (units MT006, MT007, MT021) that currently pose significant risks to B-1 fleet maintenance capabilities due to high downtime and low Mean Time Between Repair (MTBR) rates. No security clearance of any level is required for this market research.

Responses to the Contractor Capability Survey must be submitted via email to the primary contact, Shanita Manuel (shanita.manuel@us.af.mil), or the alternate contact, Tony Dollard (anthony.dollard@us.af.mil), no later than close of business on February 27, 2026. Both large and small businesses are encouraged to participate, and joint ventures or teaming arrangements are explicitly encouraged with all submissions reviewed in accordance with FAR Part 19 procedures. Respondents must provide documentation supporting their company's capability to meet requirements, including descriptions of facility capabilities, staff composition, quality assurance processes, on-time completion rates, and commerciality information. Participation in this market survey does not guarantee participation in future solicitations or contract awards, and the Government will not reimburse participants for expenses incurred.

PURPOSE/DESCRIPTION

The Statement of Work (SOW) defines the requirements for the procurement of two (2) Diesel- Powered Cabin Pressure Testers (CPTs), specifically designed and certified for use on B-1 aircraft. These CPTs are intended to replace existing, obsolete, and unreliable equipment.

The 76 Aircraft Maintenance Group (AMXG) requires reliable CPTs to measure pressure leaks in B-1 aircraft cabins. Cabin pressure testing is crucial for B-1 aircraft maintainability and safety.

The existing CPTs (MT006, MT007, MT021) are aging and unreliable, posing a significant risk to the maintenance capabilities of the B-1 fleet. The high downtime and low Mean Time Between Repair (MTBR) of existing units directly impacts aircraft availability and increases maintenance costs.

NOTE: Attached is the redacted Statement of Work (SOW).
