About this file

This sources sought notice provides information for a potential design-build contract to expand treatment facilities at the Brackish Groundwater National Desalination Research Facility in Alamogordo, New Mexico. The Bureau of Reclamation seeks to design and construct a new treatment building, equipment pads, tanks, piping and site improvements to remove PFAS compounds recently discovered in groundwater wells. Interested small businesses are requested to provide capabilities statements by December 8th, 2023 detailing relevant experience with projects valued between $7-10 million involving treatment facility expansion, along with references and equipment lists. AND PLANNING PURPOSES ONLY.

NO FORMAL SOLICITATION FOR THIS WORK EXISTS AT THIS TIME

The Bureau of Reclamation, Upper Colorado Region, has a requirement for a Two-Phase Design-Build project to expand a facility to remove perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds recently discovered in groundwater well source water. Based upon responses to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237990 Other Heavy and Civil Engineering Construction and the related small business size standard is $45.0 million. Product Service Code (PSC) is Y1JZ Construction of Miscellaneous Buildings. This notice is not a request for proposals/quotations and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.

Background

The Bureau of Reclamation was created in 1902 to develop water projects that would store and transport water to the arid lands of the Western United States. The Bureau now spans 17 western states, divided into 5 regions. Within the Upper Colorado Region, the Albuquerque Area Office (AAO) is one of the largest in Reclamation, reaching from the Alamosa area of southern Colorado through most of New Mexico and into west Texas. The AAO manages water delivery on the Rio Grande, Rio Chama, Pecos and Canadian rivers.

The 2001 Desalination Act, directed Reclamation, in cooperation with Sandia National Laboratories, to plan for a desalination research and development facility in the Tularosa Basin of New Mexico. The facility is called the Brackish Groundwater National Research and Development Facility (BGNDRF). The Research Facility is integrated into Reclamation's existing desalination research and development program. It fills a unique role and draws upon the expertise and research activities already established.

The Brackish Groundwater Desalination Research Facility discovered PFAS at levels above the EPA 70ng/L health advisory in combined concentration from their brackish groundwater wells.

Water from two wells were identified with levels higher than allowable for discharge into the municipal sanitary waste as is currently done with research process effluent. The Bureau of Reclamation Technical Service Center (TSC) has been engaged to provide a preliminary design for a granular activated carbon (GAC) adsorption treatment process and facility to remove/reduce PFAS to allow for effluent discharge to the Alamogordo municipal sanitary sewer system.

The Bureau of Reclamation seeks contractor services to provide Design-Build services at the Brackish Groundwater National Desalination Research Facility (BGNDRF) site at 500 Lavelle Road in Alamogordo, New Mexico in Otero County.

Objective

The project is to be designed and constructed in two phases, using a traditional design-build delivery method. In this contract, traditional design-build refers to construction delivery method that provides owners with a single point of contact for both the design and construction phases of a project.

Design Phase: Collect design data and investigations as needed, prepare designs for all required project infrastructure targeted to the stipulated construction budget, and develop a final price proposal, targeted to the project budget, in consultation with Reclamation and Project stakeholders to complete designs, specifications and construct the PFAS expansion tasks.

Construction Phase: Complete construction tasks, including the new Treatment Building, covered outdoor equipment pad, outdoor raw water flow equalization tanks, outdoor raw water pumping systems, yard piping and stormwater improvements, and paved access to new Treatment Building and surrounding improvements.

Project shall expand facility to remove perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds recently discovered in groundwater well source water. Treated water is for onsite, non-potable research projects.

Design and construct the following:

1. Two outdoor raw water flow equalization tanks.

2. Two outdoor raw water pumping systems to convey water from each new water flow equalization tank through the treatment process to the three existing source water storage tanks south of new Treatment Building.

3. One Treatment Building containing treatment equipment and supporting infrastructure, including mechanical, power, and controls systems as well as a networked fire alarm system for the new Treatment Building and the existing Central Research Building.

4. Site Improvements:

a. One covered outdoor equipment pad for new pump equipment located adjacent to

Treatment Building.

b. Yard piping and associated improvements.

c. Stormwater improvements.

d. Paved access to Treatment Building and surrounding improvements.

5. Construct new Treatment Building and associated features on existing 41-acre site.

6. Testing, training, and commissioning.

Reclamation’s objectives for delivery of the project are described as follow:

Successful Implementation: In proceeding with a design-build procurement, Reclamation is committed to working in close collaboration with the Designer-Builder during the design phase to develop the project design to best achieve project objectives within available project budget.

Quality: The project shall provide all tasks to expand the BGNDRF facility that meets the specified design criteria that meets the physical criteria for the BGNDRF performance and capabilities.

Life-Cycle Cost: The total estimated budget for design and construction activities covered under this contract is expected to range between $7 and $10 million.

Reclamation’s objectives include minimizing life-cycle costs.

Schedule: Achieve the scheduled completion date of Feb 2027 for substantial completion of construction.

Risk: Achieve an optimal balance of risk allocation between Reclamation and the Designer-Builder.

Safety: Implement an effective safety program incorporating best industry practices that meets or exceeds all relevant Occupational Safety and Health Administration (OSHA) and Reclamation health and safety standards.

All responsible Small Business Sources are encouraged to respond with their capabilities statement to include experiences and expertise, examples of similar projects that reflect the requirement, type of work complexity and value which shall be reviewed by the agency and demonstrates the firm's experience and capability to perform the principal components of the project listed above.

Interested Small Business Sources should include the following information in their capabilities statement response:

(a) Business name, address, cage code, and point of contact information.

(b) Unique Entity ID for sam.gov

(c) Business Size and Type: 8(a), HUBZone, Women-owned, Service-Disabled Veteran-

(d) Evidence of your experience performing similar and relevant to the type and scope of work in this announcement within the last three years. The evidence should include the following: contract numbers, project titles, dollar amounts and points of contacts with email and telephone numbers. Please do not include more than three past projects.

(e) Include attachments cataloging the company’s equipment assets (as necessary), resources that demonstrate company responsibility and capability to perform required work.
