About this file

This is a Sources Sought Synopsis and Contractor Capability Survey for the B-2 Interface Adapters TPS Hardware Replacement (COLT) program. The U.S. Air Force is conducting market research to identify potential sources for the design, testing, purchase, and delivery of Interface Test Adapters (ITAs) for use with the new TITAN receiver on the Common Organizational Level Tester (COLT) at Tinker Air Force Base, Oklahoma. The requirement falls under NAICS Code 336413 with a size standard of 1,250 employees. Contractors must develop and construct a first article to verify satisfactory ITA design and functionality. No security clearance is required for this work; however, foreign participation is prohibited, and all contractor personnel performing work within the USAF facility must be U.S. citizens. This is a planning-level market survey that may not result in a formal solicitation or contract award, and the government will not reimburse participants for survey participation expenses.

Responses to the Contractor Capability Survey must be submitted via email to the primary contact, Shanita Manuel (shanita.manuel@us.af.mil), or alternate contact, Anthony Dollard (anthony.dollard@us.af.mil), no later than close of business on March 19, 2026. Both large and small businesses are encouraged to participate, with joint ventures and teaming arrangements permitted. The survey requests business information including company name, CAGE/DUNS, SAM registration status, small business classifications, and domestic/foreign ownership status. The capability assessment includes general questions regarding facility capabilities, staff composition, quality assurance processes, on-time completion rates, project capacity, and proposed timelines, as well as commerciality questions addressing catalog pricing, workforce utilization across government and commercial clients, warranty terms, and return processes for similar items.
