Respondents are solely responsible for all expenses associated with responding to this RFI. No promise of future business with the Government will result from responding to this RFI.

The Government is “not” required to respond to any questions submitted in response to this RFI. If the Government chooses to respond to any questions, the questions and answers will be directed back to the contractor directly.

At the Government’s discretion it may schedule demonstrations with vendors as time permits following the close of the RFI response period. Additionally, Industry is encouraged to advise the Government what other information it needs to better understand the Government’s requirements, to reduce the risk contingency built into pricing, and to reduce barriers to competition.

4. Background:

mailto:james.huff@atf.gov

The mission of the NTC is to conduct firearms tracing and associated programs and processes accurately and efficiently for International, Federal, State, and Local law enforcement agencies to provide investigative leads. The NTC serves as the central repository of all crime gun trace data, multiple handgun sales information, Federal Firearms Licensee (FFL) theft/loss of firearms information, Interstate theft/loss of firearms information, and over 800 million firearms transaction records submitted by out of business FFLs. The purpose of firearms tracing is to (1) link a suspect to a firearm in a criminal investigation; (2) identify potential firearms traffickers, and (3) to identify recurring patterns and trends indicative of illegal firearms trafficking. Analysis of the collective crime gun trace histories assists law enforcement in developing focused strategies to violent gun crime.

5. Objectives:

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement obtain an Automated Storage and Retrieval System (ASRS) commercial off-the-shelf (COTS) system.

It includes the associated training, maintenance and sustainment support.

6. Requirements Summary:

ATF is interested in receiving responses from vendors who can provide information on the below tentative requirement similar to the below draft Performance Work Statement (PWS).

Contractor shall provide any Performance Work Statement feedback, relevant technical capabilities, relevant past performance, and market research pricing.

Introduction:

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) National Tracing Center (NTC) requires an Automated Storage and Retrieval System (ASRS) for its firearms record tracing and processing. The system will allow NTC to speed up its firearms record tracing and to temporary store additional out-of-business firearm records as needed. ATF is currently performing market research on available ASRS that can best meet NTC’s tracing and processing requirements.

Period and Place of Performance:

The desirable timeline for completing this project is 12 months from date of award. The address of the location for the ASRS to be delivered, constructed, and installed is 275 Murall Dr, Kearneysville, WV 25430.

Performance Objectives:

Below are the desired characteristics, components, features, performance, and other requirements for the ASRS:

a. High density storage for at least 25,000 boxes (9”H x 12”W x 18”L) worth of paper records.

b. Covered bin, tote, tray, divider, organizer, or other form of container to store paper records.

c. The system needs to automatically store and retrieve container of paper records.

d. Retrieval time for any container should be as quick as possible (the less time the better).

e. The ability to retrieve multiple containers or large number of records at the same time.

f. Software to manage the storage and accurately track or pinpoint the locations of records.

g. Operation redundancy in case of single point of failure issue.

h. Emergency repair service within 24 hours of request.

i. The storage system needs to be flexible, easily expandable without causing operational downtime in the future.

j. Green sustainability – prefer the system to be the energy efficient.

k. ASRS brand name or equal (or similar): Kardex or AutoStore.

Existing Space Constraints:

The existing space is a commercial warehouse that used to be a data center with raised floor throughout. Below are some important space conditions to note:

a. One story commercial warehouse building

b. Ceiling height (15’ total from concrete floor to underside structure)

c. Raised floor (42” from concrete floor, can be removed if needed)

d. See below layout of available space with dimensions:

Deliverables

ATF is requesting all potential vendors to provide the following deliverables:

a. Specifications of the product and how it can help NTC meet its requirements

b. A schematic illustrating how the system will fit the available space (how many boxes)

c. Statement of work demonstrating the approach to meet the above requirements

d. Lead time to manufacture, deliver and install the system

e. Ball Park estimated price

f. Warranty information

g. Site visit (optional)

h. Any other additional information

The above deliverables will help ATF tremendously in selecting the best ASRS for its mission, and for the purpose of project planning, schedule, and budget.
