About this file
This document is a draft 65% design specification for the North Jetty Spur project located in Saco, Maine, prepared by the U.S. Army Corps of Engineers New England District. The project involves constructing a 750-foot-long spur jetty extending from the existing North Jetty into Saco Bay, along with reinforcing a 250-foot section of the existing jetty from Station 15+50 to 18+00. The construction will require approximately 80,000 tons of stone, including 12,000 tons of bedding stone, 18,000 tons of underlayer stone, and 50,000 tons of 8-12 ton armor stone.
The specification details comprehensive requirements for the contractor, including water-based construction methods, strict environmental and safety protocols, and specific technical constraints. Construction is planned for a 12-month period beginning in spring 2026, with an estimated contract value between $10-25 million. Key challenges include stone delivery and staging with no on-site options, difficult site access, water depths ranging from 12 to 50 feet, an 11-foot average tidal range, and restricted work methods such as no spudding or anchoring into the existing structure. The project will require specialized marine construction expertise and equipment capable of handling large stone in challenging maritime conditions.

1. ORTHO IMAGERY SHOWN THROUGHOUT CONTRACT DRAWINGS WAS OBTAINED FROM MICROSOFT
BING IMAGES (2024) AND IS TO BE USED AS A GENERAL REFERENCE ONLY.
2. COORDINATES SHOWN ARE IN U.S. FEET AND REFER TO THE MAINE STATE PLANE COORDINATE
SYSTEM (NAD 83). WEST ZONE.
3. EXISTING CONDITIONS SHOWN ARE FROM A SURVEY CONDUCTED BY THE USACE NEW ENGLAND DISTRICT SURVEY SECTION IN JUNE 2024. THE SURVEY INCLUDED THE EXISTING NORTH JETTY AND
BATHYMETRIC DATA IN THE WORK AREA AND ITS VICINITY. TOPOGRAPHIC DATA ALONG THE
SHORLINE WAS DERIVED FROM THE 2020 USGS SOUTH COASTAL MAINE LIDAR. THE INFORMATION
DEPICTED WITHIN THESE PLANS REPRESENT THE RESULTS OF SURVEY MADE ON THE DATES
INDICATED, AND CAN ONLY BE CONSIDERED AS INDICATING THE GENERAL CONDITIONS EXISTING AT
THE TIME AT WHICH THE SURVEY WAS CONDUCTED. IT IS THE RESPONSIBILITY OF THE
CONTRACTOR TO VERIFY ALL EXISTING CONDITIONS, INCLUDING BUT NOT LIMITED TO THE EXISTING JETTY ELEVATION AND THE EXISTING BATHYMETRIC DATA WITHIN AND ADJACENT TO THE LIMITS OF
WORK AND ACCESS AREAS.
4. ELEVATIONS SHOWN ARE IN U.S. FEET AND REFER TO THE PLANE OF MEAN LOWER LOW WATER (MLLW). THE MLLW TO NAVD88 CONVERSION USED FOR THIS PROJECT IS 5.37 FEET, DERIVED BY THE NAE SURVEY SECTION FIELD ANALYSIS. NAVD88 IS ABOVE MLLW, THEREFORE THE CORRECTION
SHOULD BE ADDED TO CONVERT TO MLLW.
5. CONTROL FOR THE NORTH JETTY AND NORTH JETTY SPUR SHALL BE ESTABLISHED FROM THE
CONTROL LINES SHOWN ON SHEET C-101 AND C-102. THE CONTROL LINE REPRESENTS THE
CENTERLINE OF THE PROPOSED JETTY CREST AT THE FINISHED ELEVATION. TOE LOCATIONS,
CREST WIDTH, AND REQUIRED SIDE SLOPES WILL BE SET FROM THE ESTABLISHED CONTROL LINE.
REFER TO THE SITE PLAN (C-101 AND C-102) FOR FULL LIMITS OF WORK AREA AND SHEET C-301 FOR
SECTIONS AND NOTES.
6. THE CONTRACTOR SHALL PHOTO DOCUMENT THE EXISTING JETTY, PROPERTY WITHIN THE LIMITS
OF WORK, AND ANY STAGING AREAS PRIOR TO THE START OF CONSTRUCTION. ANY DAMAGE
CAUSED BY THE CONTRACTOR SHALL BE REPAIRED AT THE CONTRACTOR'S EXPENSE.
7. INSTALLED ARMOR STONE MAY VARY IN ELEVATION FROM THE DESIGN GRADE, IN ACCORDANCE
WITH SPECIFICATION SECTION 35 31 19. VARIATIONS IN THE FINISHED GRADE WITHIN THE
TOLERANCES STATED IN THE SPECIFICATIONS SHALL BE ACCEPTED AS THE REQUIRED FINISHED
CREST ELEVATION.
8. UNLESS OTHERWISE NOTED, ALL EXISTING ARMOR STONES OUTSIDE OF THE NORTH JETTY
REINFORCEMENT AREA THAT INTERFACE WITH NEW OR RESET ARMOR STONES SHALL BE
ADJUSTED, AS NECESSARY, TO PROVIDE FOR MAXIMUM INTERLOCKING BETWEEN THE
REINFORCEMENT AREA AND NON-WORK AREAS. PLACEMENT OF ARMOR STONE AND THE
READJUSTMENT OF EXISTING STONES SHALL BE IN ACCORDANCE WITH SPECIFICATION 35 31 19.
9. DURING CONSTRUCTION, ALL INCOMPLETE CONSTRUCTION AREAS ALONG THE JETTY OR JETTY
SPUR MUST BE SECURED TO PREVENT MATERIAL LOSS AND/OR MATERIAL MIGRATION INTO THE
WATER DURING TIDAL CYCLES AND STORMS. DAMAGES TO INCOMPLETE WORK AREAS SHALL BE
REPAIRED AT THE CONTRACTOR'S EXPENSE.
