About this file

This Sources Sought document details a market research effort by USDA APHIS to acquire five specialized Tecan Fluent robotic machines for the National Bio and Agro Defense Facility (NBAF) in Manhattan, KS. The machines, models 480 and 780, are designed for various diagnostic testing functions including sample preparation, PCR mastermix preparation, serological assays, and sequencing preparation for Veterinary Services and National Veterinary Services Laboratories. Each machine has specific technical requirements such as processing 96 samples simultaneously, handling various tube sizes, barcode scanning, pipetting, and operating within HEPA-filtered cabinets.

The solicitation (12639525SS1146861) is a pre-solicitation seeking capabilities from potential vendors, with responses due by August 4, 2025 at 3 PM ET. The procurement will use NAICS code 334516 with a 1000-employee small business size standard, and the government indicates a preference for domestic sources. Vendors must submit business information, SAM.gov registration, capability statements, and product country of origin. The machines are to be delivered within 90 days of award, with installation at the USDA APHIS facility in Manhattan, KS, requiring coordination with the technical point of contact and compliance with facility security policies.

Statement of Work

Project: Replacement of Liquid Handling Platforms at NBAF/FADDL

GENERAL INFORMATION

1.0 Scope of Work

The goal of this project is to acquire and implement widescale robotics for supporting diagnostic testing and outbreak surge capacity at the Foreign Animal Disease Diagnostic Laboratory (FADDL). This will occur in multiple sections at the National Bio and Agro Defense Facility (NBAF) in Manhattan, KS.

2.0 Background

The purpose of the procurement of automatic robotics machines is to replace the existing EVO systems at NBAF with more appropriate automation systems. These instruments will perform the following activities: Sample preparation (aliquoting from submitter tubes to 96-well plates, decapping and recapping various sized cryovials, sealing plates), PCR mastermix preparation (using kit based PCR reagents to set up PCR plates with mastermix), serological assays (ELISA kit-based assays including plate washing, incubations and moving submitted samples from tube to plates) and sequencing preparation (library preparation, amplification on a conventional thermal cycler, small volume manipulation etc) for USDA Veterinary Services (VS), National Veterinary Services Laboratories (NVSL), NBAF, FADDL.
