Minimum Specifications

Title: DT-702 TLD Cards and DT-702 Card Openers

1. Scope The Naval Surface Warfare Center Carderock Division (NSWCCD), Code 631, Radiation Detection Technology Branch is the Science and Technology Agent for the Navy RADIAC Program, NAVSEA 09RD. The purpose of this three-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract is to purchase additional DT-702 Thermo-Luminescent Dosimeter (TLD) Cards and DT-702 Card Openers from the Original Equipment Manufacturer, Thermo Fisher Scientific (TFS).

2. Background The Bureau of Medicine and Surgery (BUMED) Radiation Health Protection Manual (NAVMED P-5055) requires naval activities to maintain a dosimetry program for personnel who receive occupational exposure to ionizing radiation. Personnel dosimetry is used to measure an individual’s radiation exposure and to aid in minimizing exposure. Personnel dosimetry has medical, epidemiological and legal significance and must be conscientiously practiced by trained personnel with the appropriate / approved equipment. The DT-702 Thermo-Luminescent Dosimeter (TLD) Cards and DT-702 Card Openers are Commercial Off-The-Shelf (COTS) products which provide personnel dosimetry for the US Navy.

Based on the current inventory and an observed attrition rate of 6.5%, the Navy’s primary dosimetry inventory is expected to drop below a 10% deficit by FY25. The Naval Nuclear Propulsion Program (NNPP) has identified these requirements for operational sustainment.

3. Applicable Documents None.

4. Minimum Specifications It is the intent of the Government to purchase the following components:

•TLD 7H7H7H6H Card Dosimeter (DT-702 TLD Card) with unique, printed alphanumeric barcode labels (PN: TLDCARD-47P)
•Manual Holder Opener for DT-702/8840 Holder (PN: 27553)

All items will be purchased for the Navy Dosimetry Center (NDC) or for the NDC to forward to the Navy Nuclear Propulsion Program (NNPP).

5. Deliverables Over the course of the three-year contract, the Government will order up to a maximum of 60,000 DT-702 TLD Cards and up to a maximum 60 DT-702 Card Openers. The estimated ordering schedule is as follows:

6. Performance and Delivery

6.1 Period of Performance:

The total period of performance of this contract is three years. The Contractor shall deliver all delivery orders no later than 90 days after delivery order awarded.

6.2 Packaging and Shipping:

The Contractor shall deliver DT-702 TLD Cards and DT-702 TLD Card Openers to the following address:

Shipping terms must be FOB Destination. The Contractor shall provide the tracking number to the Technical Point of Contact (TPOC) identified in Section 8 within one day after the materials ship.

7. Security Requirements All work under this contract will be Unclassified.
