About this file

This document outlines requirements for a geothermal well drilling and testing project at FE Warren Air Force Base in Wyoming. The Army Corps of Engineers seeks a contractor to drill and construct a well to a total vertical depth of up to 14,000 feet, with 8.5-inch production casing and a 7-inch slotted liner, to characterize geothermal resources in the Hartville Formation and deeper formations. The contractor will perform tasks including well design, pad and road preparation, permitting assistance, mobilization, drilling, casing installation, wellhead equipment installation, production or injection testing, demobilization, and an end-of-well report. The firm fixed price contract will be awarded by September 30, 2024 to immediately commence work. The response due date for interested contractors is not specified.

FE Warren AFB, Wyoming - Geothermal Generation Project – Geotechnical/Geophysical Investigation Utilizing Geothermal Well Drilling, Monitoring, and Testing

1. Introduction and Background The FE Warren Geothermal Generation Project is a comprehensive initiative aimed at exploring and characterizing the presence and productivity of geothermal resources at FE Warren AFB, east of Cheyenne, Wyoming. This SOW outlines the strategic approach for drilling and testing a geothermal well in support of this goal.

The project involves drilling a geothermal well to measure the thickness and test the properties of the Hartville Formation and the underlying formations, such as the Guernsey, Flathead, and Pre-Cambrian Formations. The drilling is planned to reach a maximum measured depth of 14,000 feet (Figure 1).

2. Project Objectives The conceptual design of the well, as depicted in Figure 1 and subject to minor modifications before the request for proposals (RFP) is released, aims to comprehensively measure the temperature, pressure, and productivity of the formations described in Section 1, with a particular focus on the Hartville Formation. Any contractor interested in providing the services must be self-sufficient and have the ability to meet installation security requirements.

The project execution envisions an integrated approach, with the contractor drilling and completing the well as illustrated in Figure 1. The project will also require a well test to evaluate critical resource parameters such as formation temperature, pressure, and productivity, along with evaluating reservoir fluid composition. Additional criteria for drilling, completions, and testing will be outlined in a forthcoming Request for Proposal.

3. Drilling Phase and Design

Drilling Depth and Stages: Drill and construct the well to reach a total vertical depth (TVD) of up to 14,000 ft, in stages with varying diameters. Final production-section diameter will be 8.5-inches with hung 7-inch slotted liner. Bottomhole conditions are estimated with offset well information to be +/- 120°C and +/- 6,500 psi.

Casing Design: Complete the upper part of the hole with casing diameters suitable for minimizing pressure losses during fluid production and accommodating a downhole pump in the 13-3/8-inch section for testing purposes.

Adjustments for Drilling Conditions: Optimize the drilling process to meet or exceed the days vs. depth objective, with adjustments to drilling techniques, such as bottom hole assembly and drilling fluid selection.

Directional Drilling Techniques: Employ directional drilling if necessary to maintain verticality.

4. Planning, Drilling, and Completion Tasks Task 1.0: Perform engineering review of offset well data and analysis provided in the

Request for Proposal and develop a contractor’s well design (contractor due diligence) sufficient to prepare a response to the forthcoming RFP.

Task 2.0: Contractor will prepare the well pad and access roads, including installation of a conductor pipe and a disposal pit.

Task 3.0: Assist permitting, detailed planning, and conduct Drilling Well on Paper exercise.

Task 4.0: Mobilize drilling equipment to the well location.

Task 5.0: Rig up drilling equipment and execute the drilling plan. This includes multiple subtasks, such as drilling various sections of the well to specified depths with appropriate drilling bits and casing types, and adjusting techniques and tools as needed for each drilling section, as well as running and cementing the casing with proof of success (such as casing bonding or ultrasonic image logs).

Task 6.0: Install permanent wellhead equipment.

Task 7.0: Mobilize testing equipment and conduct production and/or injection test.

Task 8.0: Demobilize and clean up after drilling operations.

Task 9.0: Prepare an End of Well Report on well completion and resource evaluation information.

5. Timeline and Milestones: The project will be awarded by 30 September 2024 and the work will start immediately.

6. Budget and Resources: The project will be a firm fixed price contract with US Army Corps of Engineers (USACE), Omaha District.

7. Location: The proposed location for the geothermal well is on FE Warren Air Force Base (AFB), WY (Figure 2). Any interested contractor must be self-sufficient and have the ability to meet installation security requirements.

8. Risk Management: Emphasize careful planning and evaluation of contract terms to reduce potential extra costs and manage risks.

9. Project Deliverables

Detailed well design documentation, in support of the Drilling Well on Paper exercise.

Daily Drilling, Drilling Services (drilling fluids, mud logging, directional, cementing, casing run, etc.) and Activities (BOP tests, Drills, etc.) reports.
