About this file

This is a Request for Information (RFI) from the ATF seeking industry feedback on requirements for National Cellular Based Body Wires support throughout the United States. Responses are due by January 4th, 2025 at 3:00 PM EST to James.Huff@atf.gov, with a 10-page limit.

The RFI outlines requirements for a cellular-based body wire solution that includes audio/video recording capabilities, GPS tracking, consensual Title III recording for phone calls and texts, and secure evidence storage. Key technical requirements include compatibility with both iOS and Android devices, ability to monitor up to 10 devices simultaneously, real-time GPS location tracking within 5 meters accuracy, and capability to function with or without a mobile application. The system must be FedRAMP compliant within 48 months of contract award, hosted within the continental US, and include 24/7 customer support. The contract term is for one base year plus four option years, supporting up to 1,200 active lines with each line operating approximately 10 hours per week. The government seeks information on small business capabilities and will determine set-aside status based on RFI responses. The contractor must provide expert witness testimony in federal court if needed and maintain FIPS compliance.

National Cellular Based Body Wires Statement of Work 1

4. Background:

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement for a contractor to provide National Cellular Based Body Wires. Support will occur throughout the United States.

Electronic surveillance and technical operations have become a critical part of ATF’s Criminal Enforcement mission. As law enforcement operations become more dependent on technical tools in the digital age, the Technical Operations Branch (TOB) is a component that ensures that special agents receive specialized technical and logistical support in their criminal investigations. TOB accomplishes this support through daily contact with field division Technical Operations Officer (TOO) and Technical Surveillance Specialist (TSS).

TOB’s mission is to support ATF field offices by providing the latest technology in the areas of electronic surveillance. To meet this mission TOB ensures the highest quality, most technologically advanced electronic surveillance support is available.

The NCBBWP capability is a vital resource in conducting ATF’s core missions and provides valuable intelligence and evidence for investigations, as well as providing critical officer safety. It is paramount that ATF maintains and improves this capability, since it provides a way to surreptitiously live monitor Confidential Informant(s) (CI) and/or Undercover Agent (UC) operations, as well as monitor communications between CI(s) and Suspects including text messages and conversations while also, monitoring the movements of CI/UC, to provide cover teams with real-time and accurate location information. In the event of an emergency, a rescue of the CI/UC can be performed without delay due to the capability to monitor the exact location of an ATF human asset.

5. Objectives:

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement to The Technical Operations Branch (TOB) has a requirement for covert investigative equipment here-on referred to as National Cellular Based Body Wire Program (NCBBWP). The NCBBWP will provide a reliable, easy-to-use, state-of-the-art system that can function as remotely monitored equipment, to include body wire, GPS tracker, Consensual Title 3 (T3) recording device for phone calls and texts, and that allows authorized users to remotely monitor phone calls and texts utilizing existing cellular service on the device. This solution will transmit and record audio and video when used as a body wire. Body wire in this document refers to recording and transmission of audio and video from the body worn cellphone to monitoring agents. The solution will be capable of functioning on cellular

National Cellular Based Body Wires Statement of Work 2 phones with or without using a mobile application (APP). The solution will allow for “live” monitoring either with or without using an APP; this solution will allow a minimum of ten devices or users to monitor at a given time. If a monitor is using a monitoring APP or similar function, it must be able to receive GPS location data and audio of the cell phone running the body wire APP. All recorded audio must be preserved as evidence. When used as a consensual T-3, both phone calls and text messaging to include Short Messaging Service (SMS) and Multimedia Messaging Service (MMS) shall be recorded and treated as evidence.

The content of phone calls, and texts shall be remotely accessible while calls and texts are in progress. All Evidence must be stored securely as well as disseminated to the appropriate end-users. For each individual suspect, the associated evidentiary data must be stored, archived, and available on-demand to multiple end-users. The data will be available to applicable users and/or customers via an internet-based Transport Layer Security (TLS). This system must provide remote data retrieval, reliable data dissemination, and provide 24/7 real-time operational data sharing. Contracting organization must be FIPS (Federal Information Processing Standards) Compliant.

6. Requirements Summary:

ATF is interested in receiving responses from vendors who can provide information on the below tentative requirement similar to the below draft statement of work (SOW). Contractor shall provide any SOW feedback, relevant technical capabilities, relevant past performance, and market research pricing.

4.0 SCOPE OF WORK

ATF upon consultation with the vendor can agree to be the sponsoring Agency. If the testing shows that the system is within an acceptable risk posture, then

National Cellular Based Body Wires Statement of Work 8

ATF will sign the authorization and submit it to the FedRAMP Program Management Office (PMO).

The vendor and ATF will be responsible for the monthly continuous monitoring requirements and the vendor and the 3PAO will be required to meet the annual assessment requirement to maintain the authorization. If after one year, the vendor has not obtained a FedRAMP Authority to Operate (ATO), then we will be required to re-compete the service.

6.1.1.2 If the system is not hosted in the cloud but, hosted in a vendor managed non-cloud environment, then the vendor must partner with ATF to ATO the system. The vendor will be responsible for all costs associated with remediation necessary to bring the system into a requisite security posture to allow the signature of an ATO.

6.1.1.3 If the system is software that is deployed into an ATF managed network, then the system will still require an ATO. However, the scope of the ATO will be smaller because the system will inherit the cybersecurity controls of the ATF hosting environment and management.

6.1.2 Key Controls

6.1.2.1.1 Prior to the release of ANY new software build or new software version(s), the Contractor will provide an email notification to the COR. The email notification must be a minimum of two (2) business days, prior to the release date.

6.1.2.1.4 The Contractor will configure and maintain the access controls.

6.1.2.1.5 The Contractor will maintain and configure the system to provide redundancy with the object of minimizing downtime and preventing the loss of data.

6.1.2.1.6 Hardware and interface must not automatically conduct firmware or software updates to avoid devices from updating while being actively used.

6.1.2.1.7 Quality Control: The Contractor shall develop, implement, and maintain a quality control program. The program shall include inspection, validation, evaluation, corrective action, and procedures necessary to affect quality control of all performance and products provided to meet the requirements of this contract. The program shall allow inspection and evaluation by the Government and shall be applicable to all subcontractors and members of the Contractor’s team, as appropriate.
