This is a Sources Sought announcement issued by the U.S. Army Corps of Engineers (USACE), Seattle District, for the design and construction of a new Air Traffic Control Tower at Mountain Home Air Force Base in Idaho. The project involves construction of a 13,941 square-foot facility to replace an existing aging tower, including demolition of the current Air Traffic Control Tower B3600 and Simulator B3601. The new tower will accommodate a minimum of six controller stations plus standing and maneuvering space for five additional trainers, along with supporting spaces including a simulator room, offices, administrative areas, training rooms, and building support facilities. The facility will be relocated to provide clear visibility of the entire flight pattern and ground movement areas with close proximity to supporting facilities. The estimated period of performance is approximately 730 calendar days. Interested small businesses must submit capabilities packages limited to 10 pages (excluding joint venture and bonding information) no later than 2:00 PM PDT on August 4, 2026, to russell.j.armstrong@usace.army.mil with a courtesy copy to susan.f.newby@usace.army.mil, with the subject line formatted as "Capability Air Traffic Control Tower at MHAFB, ID."
The budgeted amount for this project is $32,000,000 under NAICS Code 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45.0 million. The Government is contemplating a Two-Phase Design Build to Budget (DB2B) procurement, which emphasizes performance requirements and innovative solutions with price as the least important evaluation factor. Based on responses received, the Government will determine whether to set construction work aside for small businesses. The Request for Qualifications will develop a short list of three firms representing the best qualified teams within project budget. Interested firms must provide examples of similar past projects completed within the last seven years and identify proposed subcontracting opportunities by small business category. This announcement is for market research and informational purposes only and does not constitute a formal solicitation; no funds are available for proposal preparation, and submission is entirely voluntary.

Sources Sought – Market Survey for Air Traffic Control Tower at Mountain Home Air Force Base (MHAFB), ID
1. Introduction and Purpose
The U.S. Army Corps of Engineers (USACE), Seattle District, is conducting market research to identify potential sources with the interest and capability to design and construct an Air Traffic Control Tower at Mountain Home Air Force Base, ID.
The purpose of this announcement is to identify qualified and interested small businesses in pursuing the construction work identified in Paragraph 3 below. The Government is contemplating a Two-Phase Design Build to Budget (DB2B) procurement for this requirement.
Based on the responses received from interested parties, a decision will be made regarding setting construction work aside for small businesses.
A Design Build to Budget (DB2B) contract is designed to streamline project delivery for an owner’s challenging requirements and allow the firm to deliver the most innovative design and construction solutions to meet mission requirements.
Key Features of the DB2B Contract:
Budget: Overall budget is disclosed for both design and construction; thus price is the least important evaluation factor.
Performance Requirements: Provides for minimal prescriptive and maximum performance requirements
Process: The government will issue a Request for Qualifications (RFQ) and develop from that, a short list consisting of three firms. These three firms will represent the best teams, with the best proposals that are within the project budget.
The selected Contractor is required to have sufficient staff, flexibility, and capability to be available on an as-needed basis to support the integrated design process. Interested firms must be able to provide all management, tools, supplies, parts, materials, equipment, transportation, and trained labor necessary to construct the Air Traffic Control Tower (see paragraph 3 for project description).

This project scope of work consists of the design and construction of a new, 13,941 SF Air Traffic Control Tower to replace the existing aging and deficient Air Traffic Control Tower at Mountain Home Air Force Base and includes demolition of existing Air Traffic Control Tower B3600 and existing Simulator B3601.
The Air Traffic Control Tower will be appropriately sited relative to the existing flight pattern, airfield, and supporting facilities and will house all spaces necessary to support Air Traffic Control operations and the Air Traffic Control training mission including a control cab that can accommodate a minimum of six controller stations as well as standing and maneuvering space for an additional five trainers, a simulator room, offices, administrative work area, training room, ready/break room, unisex toilet rooms, storage rooms, electronic equipment rooms, and all necessary building support spaces for the tower shaft and the control cab.
The project will relocate Mountain Home Air Force Base’s Air Traffic Control Tower from its current remote location with no visibility of a portion of the flight pattern, no visibility of some ground movement areas, and poor connections to supporting facilities to a new site that provides clear visibility of the entire flight pattern and all ground movement areas and close proximity to supporting facilities, including the existing Airfield Operations Building/Radar Approach Control Facility (B261).
