2. Determine whether the acquisition should utilize any of the small business programs in accordance with FAR Part 19.
Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.
Requirement: This notice is issued by the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), Atlantic Oceanic and Meteorological Laboratory (AOML) to identify sources capable of providing the following:
The requirement is to provide moorings parts including acoustic measuring instruments.
Anticipated Period of Performance: The anticipated delivery date is 1 November 2026. A Firm Fixed price contract is anticipated for award.
NAICS Code/Size Standard: The applicable NAICS Code is 334519 (Other Measuring and Controlling Device Manufacturing), and the size standard is size standard.
Scope of Work: The scope of the acquisition is for the following items:
Item 1: High-Frequency Acoustic Current Profiler Brand Name Reference: Nortek Aquadopp 2 - 2 MHz (S2VC) (PN: ASM1006292) Salient Characteristics:
Operating Principle: Must utilize acoustic Doppler technology to measure 3D water velocity and current profiles.
Acoustic Frequency: Must operate at 2 MHz to provide short-range, high-resolution profiling.
Measurement Range: Must be capable of profiling up to a minimum of 10 meters in range.
Power Efficiency: Must include an ultra-low power or "hibernation" mode to maximize battery life during extended deployments.
Form Factor: Must be a compact, single-point / near-bed profiling instrument suitable for shallow water and dynamic flow environments.
Item 2: Deep-Water Pressure Sensor Brand Name Reference: Nortek Pressure Sensor 0-500 m (PN: 710083)
Salient Characteristics:
Component Type: Integrated piezoresistive pressure sensor.
Depth Rating: Must be rated for safe, continuous operation down to at least 500 meters depth.
Data Capability: Must provide accurate hydrostatic pressure/depth data and support directional wave parameter calculations (PUV - Pressure, U-velocity, V-velocity) when deployed near the surface.
Item 3: Endbell Assembly and Processing Board Brand Name Reference: Nortek Endbell assembly with PCBA Aquadopp 2 (PN: 650680) Salient Characteristics:
Integration: Must act as the bottom sealing cap for the main pressure housing while integrating the primary Printed Circuit Board Assembly (PCBA).
Functionality: Must house microprocessors capable of executing signal processing, onboard data storage, and external communications.
Connectivity: Must contain the physical, waterproof bulkheads/ports for external power and telemetry cables.
Item 4: Internal Battery Securing Mechanism Brand Name Reference: Nortek Battery cradle, Aquadopp 2 (PN: 650627) Salient Characteristics:
