Sources Sought Narrative – FLATIRON OFFICE BUILDING/WAREHOUSE, Big Thompson
Project Colorado
Work is located within Flatiron Service Area at 11056 W County Rd 18E and the Loveland
Service Area at 910 N Van Buren Ave in Loveland, Colorado in Larimar County.
Project Magnitude – The estimated value of this project is between $1,000,000.00 and
$5,000,000.00
Summary of Work
The principal components of work include:
A. Principal components of work:
1. Design and Build a 5,000 SF office building with 5,000 SF of warehouse space, with a total building SF not to exceed 10,000 SF.
2. Demolish 10,000 SF of buildings at the Flatiron and Loveland Service
Areas.
B. Optional components of work:
1. Design and Build up to 5,000 SF additional Warehouse.
2. Demolish buildings in the Flatiron and Loveland Service Areas.
3. Covered Parking for new office/warehouse
4. Mezzanine in new office/warehouse: Up to 1,000 SF.
The purpose of this announcement is to aid the Government in identification of potential contractors, including small business concerns, with the specialized experience and resources necessary to successfully complete a construction project of this size, scope and complexity. The
North American Industry Classification Code (NAICS) for this project will be 237990 – Other
Heavy and Civil Engineering Construction, with a small business size standard of $39.5 Million.
If a small business concerns believes they are qualified to perform this project, they shall submit a capability proposal demonstrating their ability to successfully accomplish the various components of work for the Bonny Dam Outlet Works Recoating, as described above.
The capability proposal must address the following information:
Potential contractors shall furnish a list (no more than 5) of Federal, State, local government, or commercial projects completed within the last 10 years that are similar in scope and complexity to the work required under this solicitation. The contractor must clearly demonstrate the ability to successfully complete projects in a timely manner, manage a variety of construction disciplines, and work collaboratively with owners.

Projects similar in scope and complexity are defined as work involving the following:
If the potential offeror intends to utilize subcontractors for specific work activities, the subcontractor shall demonstrate their experience with the identified work activities on similar projects.
• Design of Office Building/Warehouse
• Construction of Office Building/Warehouse
• Demolition of buildings
• Construction of Covered Parking
• Construction of Mezzanine
• Landscape Rehabilitation Plans
• Project Management
• Utilities
• Water lines
• Surveying
The following information shall be provided for each project:
• Name and location of project.
• Description of work.
• Note whether or not offeror was the prime contractor and what portion of the work was performed by the offeror and what portion was performed by subcontractors.
• Original completion date and actual dates and duration for each project (including modifications).
• Initial contract amount and final contract amount (including modifications).
• Name, address, and phone number of CO/owner/COR/point of contact who may verify information for this project.
• Any problems encountered in performance of the work and corrective actions taken.
Failure to provide any of the detailed information addressed above will result in the contractor being determined to be incapable of successfully performing this project.
Capability statements must be submitted no later than February 16, 2021 at 1:00pm MT.
