Interested vendors must provide general company information including CAGE Code and UEI Number, confirm active SAM.gov registration, and classify their business under NAICS 513120 (size standard: 1000 employees). Contractors must demonstrate capability by responding "Yes or No" to whether they can meet the draft Statement of Requirement, and if affirmative, must provide up to two references from similar contracts performed within the last three years, including contract numbers, total values, and periods of performance. Respondents should also submit proof of capability through capability statements, price estimates, or price schedules. The government emphasizes this is a sources sought only—no formal solicitation currently exists, no contracts will be awarded based on these responses, respondents will not be reimbursed for participation costs, and submitted information will not be returned. The government may incorporate responses into a future formal solicitation and may use feedback to develop an appropriate acquisition strategy.
