About this file
This is a Sources Sought Synopsis/Request for Information (RFI) issued by the Department of the Air Force for market research purposes regarding a potential prototype project at Arnold Air Force Base, Tennessee.
The Air Force seeks sources capable of manufacturing, repairing, and maintaining large-scale, high-pressure hypervelocity launcher system components (NAICS Code 332994 - Small Arms, Ordnance, and Ordnance Accessories Manufacturing). Key tasks include fabricating new launcher components from high-strength alloy steels; repairing and modifying Government-Furnished Property; performing autofrettage processes on high-pressure components; precision machining of very large and heavy components to exact tolerances; and performing certified welding and Non-Destructive Evaluation on thick-walled parts. Required core capabilities include proven experience with high-pressure vessel and ordnance manufacturing; in-house or contracted autofrettage capability; large-scale precision machining of workpieces up to 50,000 lbs; mandatory ISO 9001 certification; and Department of Defense contractor experience as a U.S. company. The Government intends to utilize 10 U.S.C. § 4022 authority to establish an Other Transaction Prototype (OTP) agreement and requires at least one of the following conditions: participation by a nontraditional defense contractor or nonprofit research institution at a significant extent; all significant participants (other than Government) are small businesses or nontraditional defense contractors; or at least one-third of total project cost is paid by non-Federal sources. Interested parties must submit responses by close of business on Thursday, February 5, 2026, including a Capability Statement and OTA Qualification statement identifying which statutory requirement criteria (A), (B), or (C) the company intends to satisfy. Companies with capability to access controlled technical documents should provide their CAGE code for vetting under NIST SP 800-171 and Joint Certification Program compliance.
