About this file
This is a Sources Sought Synopsis issued by the Defense Logistics Agency for market research purposes regarding the acquisition of critical spare parts for the Patriot Weapons System to support operations in Poland. The document identifies five line items across two NAICS codes (334419 and 335999), including a Microwave Devices assembly (1 unit), Inverter Power Stat (3 units), Excited Group (1 unit), Synthesizer Electric (2 units), and High Voltage Power Supply (2 units). All items require specific part numbers and are subject to AMSC source control codes (3C, 3B, 3N, 4N, and 4D) that restrict acquisition to approved manufacturers due to unique design capabilities, specialized test and inspection facilities, or unavailable technical data.
The response deadline is 3 days, with close of business on August 21, 2026. There is no current solicitation available, and responses are strictly voluntary with no commitment to award or pay for proposal preparation. All offerors must meet prequalification requirements and obtain source approval from the U.S. Army Combat Capabilities Development Command Aviation & Missile Center's System Readiness Directorate before becoming eligible for award. The Government is interested in all business types, including 8(a), small business, small disadvantaged business, Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. Interested firms should email inquiries to usarmy.redstone.devcom-avmc.mbx.amr-ss-sar@mail.mil. The contractor will be responsible for all manufacturing and production aspects, including supply chain management, logistics, long-lead parts procurement, and final delivery. The acquisition may contain technical data restricted by the Arms Export Control Act, and foreign firms must process requests through their respective embassies.

Applicable AMC Codes:
3C Acquire, for the second or subsequent time, directly from the actual manufacturer. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s).
3B Acquire, for the second or subsequent time, directly from the actual manufacturer. This part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application.
3N Acquire, for the second or subsequent time, directly from the actual manufacturer.
Manufacture of this part requires special test and/or inspection facilities to determine and maintain ultra-precision quality for its function or system integrity. Substantiation and inspection of the precision or quality cannot be accomplished without such specialized test or inspection facilities.
4N Acquire, for the first time, directly from the actual manufacturer. Manufacture of this part requires special test and /or inspection facilities to determine and maintain ultra-precision quality for its functions or system integrity. Substantiation and inspection of the precision or quality cannot be accomplished without such specialized test or inspection facilities. If the test cannot be made available for the competitive manufacture of the part, the required test or inspection knowledge cannot be documented for reliable replication, or the required physical test or inspection facilities and processes cannot be economically documented in a TDP, Valid AMCs are 3, 4, or 5. If the facilities or test can be made available to two or more competitive sources AMCs 1 or 2 are valid.
4D Acquire, for the first time, directly from the actual manufacturer. The data needed to acquire this part competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation.
