About this file
This Sources Sought Notice issued by the National Institute on Alcohol Abuse and Alcoholism seeks capability statements from small businesses for preclinical medications screening in dependence models of alcohol use disorder. Testing is needed for up to four compounds per year over five years beginning August 2024 in standardized models of elevated alcohol intake in mice exposed to chronic intermittent ethanol, and for assessing compound effects on negative affect and pain measures in alcohol dependent mice. Capability statements should demonstrate qualifications to assess compound effects, collect and analyze test data, and report results. Statements are due by March 7, 2024 and must not exceed 10 single-sided pages. The NAICS code is 541715 with a size standard of 1,000 employees. The incumbent contracts with the Medical University of South Carolina and Indiana University expire in mid-2024 and late 2024 respectively.

Description
NIAAA currently supports a preclinical medication efficacy testing program to foster discovery of medication targets and lead compounds. The program is supported by three contracts. The first, Contract No. 75N94019C00008, is with the Medical University of South Carolina (MUSC) and expires in mid-August 2024. It is being recompeted for a follow-on contract to continue the project and meet the current and anticipated future needs under NIAAA’s Medication Development Program in the Medical Development Medications Development Branch, Division of Treatment and Recovery Research, NIAAA. The second, Contract No. 75N94019C00009, is with the Indiana University to support test medications in alcohol preferring rat strains (tests medications in alcohol preferring P and HAD1 rats selectively bred for alcohol preference and expires in September 2024. A third, Contract No. 75N94023C00014, with the Louisiana State University Health Sciences Center (LSUHSC) for blind medication testing on alcohol drinking, and negative affect and pain measures in the chronic intermittent ethanol (CIE) exposure model in rats to allow for direct comparison of drug effects in mice and rats using the same model under the other two ongoing contracts mentioned above and awarded as a Base contract with options through September 2028.
This notice is for a contract to continue the requirement for the blind testing of compounds on excessive alcohol drinking in mice using models of alcohol dependence.
It will use mechanisms having intellectual property conditions favorable to compound providers when acquiring compounds from industry to eliminate a major barrier to testing optimized compounds having preclinical as well as clinical toxicology data and stimulate
Small Business Sources Sought Notice RFP No. 75N94024R00003 interest by the pharmaceutical industry in developing high quality marketable compounds for Alcohol Use Disorder. The work is for severable services to support testing capacity of up to four (4) compounds per year over the next five years. It is anticipated that a 12-month base contract with four (4) 12-month option periods through August 14, 2029, will be awarded.
The NIAAA is seeking capability statements from interested and qualified Small Business potential sources for this project entitled, Preclinical Medications Screening in Dependence Models of Alcohol Use Disorder. Capability statements submitted in response to this announcement should demonstrate the offeror’s qualifications, specifically their capability to:
To assess compounds effects in standardized models of elevated alcohol intake in mice exposed to chronic intermittent ethanol.
To assess compound effects on negative affect and pain measures in alcohol dependent mice.
To collect, analyze, and display test data and report them to designated NIAAA personnel.
Capability Statements will be assessed on the above and any other specific and pertinent information that may enhance the Government’s assessment of the respondent’s capabilities.
Interested organizations that believe they possess the capabilities necessary to undertake this project, should submit a Capability Statement thoroughly addressing the areas above and specified in the Statement of Work, attached.
