STATEMENT OF WORK

ENGINEERING PROFESSIONAL SERVICES

DEVELOPMENT OF INTEGRATED WASTE MANGEMENT PLAN

Santa Rosa Reservation (Mountain Center), Riverside County, California

1. INTRODUCTION

Overview

The Contractor shall provide equipment, materials, and labor to complete the following services in close coordination with the Indian Health Service (IHS) for the Santa Rosa Band of Cahuilla

Indians (Band) located in Riverside County, California. Funding for the study is being provided by the IHS.

An Integrated Waste Management Plan (IWMP) will be prepared to guide future design and construction activities based on IHS funding requirements. In general, the study will describe, analyze, and evaluate the existing solid waste disposal program and analyze alternatives to decrease the difficulties in depositing debris while reducing health risks to the community. The study will review the existing operation and maintenance, costs, construction methods, land/ area, community growth rate, and current outreach programs to provide improvements to the program. The report will also propose a specific course of action and discuss sources of potential funding. The community consists of approximately 46 equivalent dwelling units

(EDUs).

All work shall be conducted by a contractor with documented experience of writing an IWMP.

The contractor shall determine the proper approach and method to adequately complete all work in accordance with the requirements of this Statement of Work (SOW).

This work involves evaluation of alternatives and recommendations to make improvements to the existing solid waste disposal program to reduce health risks associated with scattered waste debris while meeting the existing demand and for a 20-year design life. Alternatives shall include improvements, outreach, transfer station, alternate methods of collection and disposal, costs of alternatives, operational and maintenance costs for each alternative, and recommendation of a course of action.

Background

The Santa Rosa Indian Reservation is an isolated community located in the foothills of the Santa

Rosa Mountain range. The community consists of approximately 46 homes and several tribal administration buildings. Drinking water is supplied by a community drinking water system, PWSID No. 090605019, which is operated and maintained by the Band. All homes and tribal administration buildings are served by septic on-site wastewater systems.

The current method of solid waste disposal is not adequate to serve the community residents without the dispersal of debris and health risk of depositing difficult-to-handle debris over the side of the containers. Primarily, the existing containers pose a health risk to community elders without the use of safe drive-up ramps, and result in waste left outside the containers or scattered around the area. The site is not operated properly as a transfer station: the existing four haul-away containers are fenced on three sides but not enclosed, the Band has limited ability to control access when necessary, there are no options for multiple waste streams such as recyclables, and there is no separate walk-in space for difficult-to-handle debris.

The objective of this project is to update/develop an Integrated Waste Management Plan for the tribal community.

2. PERFORMANCE PERIOD

The performance period for the engineering services is estimated at 120 calendar days from receipt of delivery order. The estimated breakdown for time required to perform the proposed services is estimated to be 25 percent for field investigations/site visits/meetings and 75 percent for IWMP document.

3. SCOPE OF WORK

The IWMP shall provide an analysis and evaluation of the existing solid waste collection and disposal program and make recommendations for corrective actions that are recognized to have the ability to meet all collection and disposal requirements of the EPA.

Fdefault%2Ffiles%2F2020-09%2Fr10-tribal-integrated-waste-management-plan-template.docx&wdOrigin=BROWSELINK

The plan shall outline how the Tribe will reduce, manage, and dispose of its solid waste. By identifying the existing solid waste systems and assessing the needs, the plan will set forth ways to design, implement, and monitor a more effective and sustainable waste management program.

The IWMP shall include at least two viable alternatives based on cost (construction and annual operation and maintenance), 20 life cycle, operation and maintenance needs, and other criteria defined by the Tribe. The contractor shall use the pre-planned goals to assist with developing the criteria for comparing options and to prioritize criteria.

It shall provide a long-term plan for solid waste disposal improvements to meet the above requirements. It shall specifically provide a description of waste generated, growth, costs (both capital and operation and maintenance), revenue, outreach opportunities, and long-term planning based on an analysis of viable alternatives. An estimation of costs including construction and

O&M shall be associated with each alternative.

The IWMP shall recommend a clear course of action and steps for providing adequate solid waste collection to the community for the proposed alternative.

The contractor shall determine possible sources of funding for the project and explain the process for securing the funds for the proposed facilities/programs under future projects.

Objectives

The Contractor shall provide engineering professional services for the development of an

Integrated Waste Management Plan (IWMP) to address the following:

1. Define current waste management practices

2. Identify problems and deficiencies with the current system

3. Identify opportunities for improvement in the current system

4. Set priorities for actions to address problems and affect improvement

5. Measure progress toward implementing actions

6. Review and compare alternative solutions (contracting out services vs. conducting them by the Band.

7. Identify the resources needed and develop budgets and schedules

8. Support proposals for waste management grants

The Integrated Waste Management Plan

The IWMP shall be prepared based on the requirements summarized below:

I. GENERAL

a. Provide background information on the community and location. b. Clearly describe the Owner’s present situation and the purpose of the specific course of action from an engineering perspective. The level of effort required to prepare the report and the depth of analysis within the report are proportional to the size and complexity of the proposed project. IHS projects must be modest in design, size and cost (economically feasible in construction and operation), and be constructed and operated in an environmentally responsible manner.

II. EXISTING PROGRAM

ii. Illegal dumping, existing conditions, actions for cleanup, site cleanup and monitoring, outreach, surveillance and control program

iii. Identify transportation routes, distance to existing landfills/other disposal sites, and infrastructure needs

e. Analyze the current and future revenue/costs for current solid waste practices including waste collection program and user fees as well as other development needs (operations and collection costs).

f. Describe the existing backhaul/recycling inventory, staging, and implementation.

Include information on the existing recycling program (if applicable) and recycling rate, new/proposed recycling programs, outreach, monitoring and incentives.
