Title: Law Enforcement and Public Safety Initiatives
Description(s):
The National Highway Traffic Safety Administration (NHTSA) intends to procure a one (1) year contract to the unique qualification of The National Law Enforcement Memorial Fund on a non-competitive, sole-source basis. Despite advances in equipment and training, traffic‑related incidents continue to claim the lives of hundreds of law enforcement officers—297 over the past decade, making roadway dangers nearly as deadly as gunfire (376) for today’s officers.
(https://nleomf.org/memorial/facts-figures/officer-fatality-data/officer-deaths-by-year/). With the recent partnership between the National Law Enforcement Officers Memorial Fund (NLEOMF) and Below 100 is designed to drastically reduce law enforcement line-of-duty deaths (LODDs) and injuries by fostering a stronger culture of safety and promoting, through training, the "Five Tenets" of officer safety. The collaboration focuses on reducing preventable deaths, particularly in the areas of traffic accidents and officer-involved crashes, to bring annual fatalities to below 100, a number not seen since 1943. The proposed project will collect data on line of duty deaths, develop communications, programs, and educational materials, and advance the NHTSA mission through web-based content, social media, and evolving technology that will focus on the agency priorities related to officer safety.
NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statement demonstrating their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may;
however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice.
Background:
The National Highway Traffic Safety Administration (NHTSA) is an agency within the U.S.
Department of Transportation (DOT) whose primary mission is to save lives, prevent injuries, and reduce economic costs due to road traffic crashes through education, research, safety standards, and enforcement activity.
Enforcement of traffic laws plays a critical role in changing driver behavior and improving traffic safety. Law enforcement organizations provide essential support for NHTSA priorities and undertake the difficult work of traffic enforcement, including High-Visibility Enforcement (HVE) and Sobriety Checkpoints, which have demonstrably reduced traffic fatalities (Kirley, 2023)1.
Law enforcement’s work in support of traffic safety carries significant occupational risk— measured in injuries and, too often, fatalities sustained in traffic-related incidents. Over the past decade, traffic-related incidents have claimed nearly as many law enforcement lives as firearm-related incidents (e.g., 46 traffic vs. 53 firearm in 2018; 44 traffic vs. 52 firearm in 2024) (National Law Enforcement Officers Memorial Fund, 2024). These figures indicate roadway hazards present risks to officers on par with other lethal threats and warrant focused training, policy, and prevention efforts. Protecting officers through safety initiatives, education, training, family support, and ongoing communications is imperative.
Objective:
The purpose of this contract is to provide timely, efficient, and effective support to NHTSA, its State partners, including highway safety offices, and the law enforcement profession to prevent line of duty deaths and injuries with a specific emphasis on traffic-related incidents is to acquire services to enhance and execute a cohesive program of officer safety related services.
